Cub Foods is proposing to develop a <br />76,500 square foot store in place of an existing Homeplace building of 54,500 square feet. We <br />previously addressed a number of transportation issues in a letter to you dated February 19, 1999. You <br />recently sent us a report of a Traffic and Parking Study prepared by Benshoof in May 1999. Apparently, <br />the development is again under consideration. <br /> <br />Our February 19 letter indicated the volumes of traffic to be generated by the Cub Foods store and <br />anticipated to have been generated by the Homeplace development. The Benshoof report uses figures <br />from our report with the exception of daily trips for the Homeplace store. We estimated a net increase <br />of approximately 200 vehicle trips in the p.m. peak hour created by the Cub development in place of the <br />Homeplace store. <br /> <br />Traffic Volumes <br />The Benshoof report indicates that the expected increase in daily volume on Snelling A venue and <br />County Road B would be 2 to 3 percent. While the percentage increase in traffic on either County Road <br />B or Snelling Avenue is relatively small, the biggest concern is the additional turning movements <br />introduced at the Har Mar and Snelling A venue intersection. Using the agreed to p.m. peak hour figure <br />and the distribution, there would be approximately 80 additional westbound trips in the p.m. peak hour <br />at the intersection. There would also be an additional 45 southbound left turning vehicles. This would <br />account for approximately two additional southbound left turns every signal cycle which would be <br />noticeable. It may be desirable to obtain from Mn/DOT or make turning movement counts in the p.m. <br />peak hour to statistically calculate the impact on the level of service. We anticipate that the numerical <br />change will not be great while recognizing that the southbound left turn is a critical movement in the <br />p.m. peak hour, and it may have more of an impact on the overall level of service. <br /> <br />Traffic Circulation <br />The biggest concerns we stated in our February 19 letter had to do with circulation from the Cub store <br />to the regional roadway system. The Benshoof report shows a change in alignment of aisles on the east <br />side of Har Mar Mall. This is shown in Figure 2 of their report.
