What is the most effective center buffers, landscaping, and -screening of operations from residential areas? L. What are the building design and materials and how do they adapt to the center and surrounding area? M. What are the review, bearing, and pennit processes used within shopping center districts and how effective are they? N. What are the collaborative efforts and incentives used for better, more flexible designs compatible with residential areas? O. What models are there for working with adjacent residential areas? P. What is the affect on residential property values based upon being adjacent to shopping centers and/or 24-hour operations? A comparisons of the centers and the impacts they have on their residential areas will be developed which will include a report' 011 which appear to be most successful in mitigating impacts on residential a.-reas and why. The findings will be discussed with existing center owners and/or managers to detennine if additional study or comment should be added. . After review of these findings with the Planning Commission and City Council at public meetings, additional findings by the Council and Planning Commission will be incOIporated into the report. Council approval -of the report will be sought before , proceeding to the next step. Based' on the approved report, the staff will work with the city attorney and city departments to prepare proposed amendments to the City Code that incorporates the reguJatory and development ~dards. A City Council work session will be requested to informally review the proposal with the public and the shopping center owners/managers before establishing formal hearings on the amendments.
