<br />. 11/0'5/99 13: 01 FAX 612 337 5601 <br /> <br />DSU, INC. <br /> <br />141 004 <br /> <br />PHASE III REPORT <br />CITY OF ROSEVILLE <br />SHOPPING CENTER DISTRICT STUDY <br />November 4, 1999 <br /> <br />INTRODUCTION <br /> <br />The Roseville City Council adopted a moratorium on development of commercial uses in the <br />City's S-C (Shopping Center) zoning district in April, 1999, and requested a study be completed <br />to determine if changes to the City's official controls governing such uses were warranted. <br /> <br />This report is the third phase of the study that was requested by the City Council, summarizing <br />our conclusions and recommendations regarding twenty-four hour uses in commercial areas <br />adjacent to residential areas in Roseville in the S-C district. The summary is based on our <br />research, analysis, input from neighbors and business leaders, and our experience with similar <br />planning and zoning issues in other communities. These recommendations focus on the essential <br />elements which we believe are at the heart of the boundary issues involving commercial and <br />residential land uses, and on the question of twenty-four hour operations. <br /> <br />The City set forth seventeen questions to be addressed in the study, sixteen of which were <br />outlined in the Summary ofIssues and Process for the study (see attached). Another question <br />concerning food preparation odors was added later. Not all of these questions are directly related <br />to the formulation of zoning standards that would improve the relationship between commercial <br />and residential uses. The other questions either cannot be reasonably addressed with zoning and <br />development standards or are not central to the issues involving twenty-four hour commercial <br />operations. A summary of the questions and how they are, or are not, addressed by this report is <br />included at the end of the report. <br /> <br />The City COWlcil resolution authorizing the study focused only on the S-C (Shopping Center) <br />zoning district and our recommendations also deal only with the S-C district.
