<br />WHITE BEAR LAKE <br />e White Bear Hills Mall <br /> <br />The White Bear Hills Shopping Center in White Bear Lake was developed as a conditional use in <br />the City's B-4 General Business District. The center is a strip-type mall with a 24-hour grocery <br />store and is adjacent to a single-family residential area. <br /> <br />All commercial development in White Bear Lake that occurs adjacent to residential districts must <br />be through the issuance of a conditional use permit. The zoning ordinance sets forth restrictions <br />relating to hours for deliveries, setbacks, loading docks, landscaping/buffering, and lighting for <br />such commercial uses. (See the Zoning Ordinance Review Summary) In addition to these <br />minimum standards, the city set forth the following conditions for approval: <br /> <br />e <br /> <br />~ Although the zoning ordinance only calls for an 8 foot high fence, the city was able to <br />negotiate a 12 foot high fence between the grocery store and the abutting residential district, <br />and 10 foot high fence between the other stores and the abutting residential district. <br />~ The buffer yard was required to include 2-3 foot high earthen benns. <br />~ For all food processing facilities, exhaust fans and vents were required to be equipped with <br />filters which effectively eliminate smoke and odor drift to the adjacent residential properties. <br />The city also required that a certificate be filed by an industrial hygienist as to the effectiveness <br />of the filtering system prior to its instillation. <br />~ All rooftop equipment must be screened from view from adjacent residential properties and <br />fitted with fan housing insulation. <br />~ Any grocery stores on the property are required to be equipped with a sealed, single unit trash <br />compactor. <br />~ Each October, the City Engineer and Developer must inspect the storm water management <br />system to detennine if any maintenance should be made. <br /> <br />Following are three maps showing the site and the residential area surrounding the shopping <br />center. Other materials provided by the city including the development agreement and a memo <br />outlining staff recommendations for the buffer plan, are provided in Appendix B.
