<br />. <br /> <br />VADNAIS HEIGHTS <br />Post Office Annex <br />Vadnais Square <br /> <br />. <br /> <br />A 22,000 sf. carrier annex was added to the United States Post Office in Vadnais Heights which <br />is located adjacent to a residential area. Following are highlights of some of the conditions <br />contained in the development agreement to minimize impacts on the surrounding neighborhood: <br />~ The new loading dock was required to be screened by a 14 foot wall 53 feet in length. <br />~ The wall was required to be constructed of materials to match the building facade. <br />~ Landscaping was required to soften the appearance of the loading dock. <br />~ A landscaped berm was to be constructed around the new parking area to screen semi-trailer <br />trucks parked or docked at the facility from surrounding residences. <br />~ Additional conifer trees were required to screen the driveway and loading dock from adjacent <br />homes. <br />~ Light poles were limited to 20 feet in height. <br />~ Semi-trailer trucks are required to turn off their engines and lights when parked at the facility <br />and are prohibited from using back up beepers. Signs were required to be posted on-site to <br />remind truck drivers of these requirements. <br />~ The Post Master was required to arrange for semi-trucks to arrive as late as possible in the <br />mornmg. <br />~ The air-conditioning unit was required to be placed as far from the residential area as possible, <br />screened by a wall 1 ft. higher than the unit and two 6 ft. conifers. <br />~ Construction ofthe annex was limited to the hours between 7:00 a.m. and 6:00 p.m., Monday <br />through Friday with limited non-noisy, interior work allowed on Saturdays from 8:00 a.m. to <br />4:00 a.m. <br /> <br />A complete copy of the development agreement is included in Appendix B. <br /> <br />Vadnais Heights Square is adjacent to a residential area separated from single-family homes by a <br />railroad. Construction of the shopping square which included a Target Store and a Festival <br />Foods was allowed by issuance of a Special Use Permit. Some of the conditions of the <br />development agreement are as follows: <br />~ Lighting is required to be reduced after 11 :00 p.m. to a minimum level necessary for safety and <br />security . <br />~ A lOft. berm was required along the property boundary adjacent to the residential area. <br />~ 20 additional conifers were required to be planted adjacent to an area anticipated for future <br />residential development. <br />~ The developer was required to submit a comprehensive noise plan addressing such things as <br />truck traffic routes, hours of truck traffic, trash pickup, placement of noise producing <br />equipment, snow plowing and parking lot sweeping. <br />~ Construction hours were limited to 7:00 a.m. to 6:30 p.m., Monday through Friday with <br />interior work allowed on Saturdays. <br /> <br />. <br /> <br />Roseville Shopping Center District Study <br /> <br />Phase I Report <br /> <br />Page 36 <br />
