402 <br />Mr. Schwartz questioned what technical assistance could be provided by a <br />403 <br />consultant, such as Mr. Ross's firm, and what they would help with, or assistance <br />404 <br />in finding a financial partner or developer to assess those criteria. <br />405 <br />406 <br />Under the Phase II program, Mr. Ross advised that CERTs was currently working <br />407 <br />with a Wisconsin entity running the financial piece of the program, although each <br />408 <br />state was different. If he was to proceed, Mr. Ross advised that he would begin <br />409 <br />the planning, zoning, and permit pieces, and also help with other analyses related <br />410 <br />to land use, his area of expertise. Mr. Ross advised that he was involved with the <br />411 <br />overall program design, and therefore would be recruiting communities to <br />412 <br />participate in that discussion. <br />413 <br />414 <br />Member Cihacek moved, Member Felice seconded, to move the proposed agenda <br />415 <br />item entitled "GreenStep Inventory" to the September meeting agenda to allow <br />416 <br />sufficient discussion time tonight on the community solar item to determine next <br />417 <br />steps and responsibilities with this new information. <br />418 <br />419 <br />Ayes: 5 <br />420 <br />Nays:0 <br />421 <br />Motion carried. <br />422 <br />423 <br />At the request of Ms. Barsel, Mr. Ross clarified that the programs are applicable <br />424 <br />equally to either a community solar or public city system, with the thresholds the <br />425 <br />same and either qualifying. <br />426 <br />427 <br />Chair Stenlund focused remaining discussion on steps needed to accomplish by <br />428 <br />the PWETC to prepare a recommendation for the City Council as Member <br />429 <br />Cihacek was requesting to establish that framework moving forward. Member <br />430 <br />Stenlund suggested steps as follows: <br />431 <br />1) Assess potential solar sites/locations using the GIS map data; <br />432 <br />2) Analyze the current permit system to determine how a solar application <br />433 <br />process would get through code requirements. <br />434 <br />435 <br />Mr. Schwartz clarified that the overall solar ready community could move on an <br />436 <br />entirely different track than if the City provided an opportunity for residents on a <br />437 <br />community solar installation. <br />438 <br />439 <br />Member Cihacek suggested a step looking at the permit process itself and what <br />440 <br />needed to be revised, what fees are in place or needed to be enacted, and what a <br />441 <br />developer would need to know; then moving onto the comprehensive plan. <br />442 <br />Member Cihacek suggested that the PWETC's first step was to delegate those <br />443 <br />aspects to the Planning Commission and other commissions as applicable for their <br />444 <br />review within the realm of their expertise; and how to structure a solar initiative to <br />445 <br />incentivize private, public or quasi -private applications for developers using a <br />446 <br />regulatory framework. <br />447 <br />Page 10 of 15 <br />
