<br />EXTRACT OF MINUTES OF PLANNING COMMISSION MEETING OF MAY 12, 1999: <br /> <br />RE: AMENDMENT TO COMPREHENSIVE PLAN TO CREATE <br />A CITY CENTER DISTRICT AND BOUNDARY <br /> <br />6b. Plannin2 File 3119. City of Roseville request for an amendment to the <br />Comprehensive Plan to create a new land use district (City Center District) and to <br />establish the land-use boundary of the City Center District, Roseville, MN. <br /> <br />Chair Klausing opened the hearing and requested a report on the proposal. Mr. <br />Keith Wietecki, chairperson of the City Center Task Force, presented a summary <br />of the Task Force Report. <br /> <br />Mr. Wietecki explained the legislative function of comprehensive planning, He <br />noted in 1994 the Comprehensive Plan was updated. A change in the <br />Comprehensive Plan is a change to future land use. No land use changes until the <br />owner of the property makes a physical change. <br /> <br />He explained the previous decision-making process, Vista 2000 program, and the <br />need to appoint a task force to look at the City Center Plan. <br /> <br />The purpose of the district was to create a central area within Roseville and to <br />create a unique sense of place. The proposed uses included a government center, <br />recreation center, community center, housing transportation and park uses. <br /> <br />Intentions of the district include: <br />. Providing uniform access <br />. Tie together parcels <br />. Create common design themes <br /> <br />Mr. Wietecki illustrated the district boundary and described the parcels that would <br />be included, <br /> <br />Chair Klausing asked for clarification on the "downtown Roseville" concept. Mr. <br />Wietecki explained the downtown would be a meeting space, a sense of place. <br /> <br />Chair Klausing and Member Egli explained that they were both on the Task <br />Force. <br /> <br />Member Egli asked for examples of civic centers that had been toured. Mr. <br />Wietecki listed the following: <br />. Brooklyn Center <br />. Maple Grove/Plymouth <br />. Chanhassen <br />. Prior Lake/Mystic Lake <br />. 50th.
