Other Uses and Themes <br />street level mixed use area; design that blurs distinction between indoor and outdoor; <br />specific ornamentation to identify Roseville; pathways between the facilities; land mark; <br />carefully planned parking facilities; a safe place to be; good path access to community; <br />human scale, campus setting, trees and topographical changes; statutes and outdoor art; <br />intergeneration activities/connections; aesthetic continuity in Central Park; good and <br />decorative ornamental lighting; design continuity; an architectural design that breaks <br />from precedent; passive village square; design for flexible open ended growth; signage <br />activities (informational and directional); good street accesses; parkway-tree lined streets <br />with walkways; County Road C and Lexington as street entry with streetscape; <br />monument/gateway signage; flower and butterfly gardens; co-generation of energy. <br /> <br />DEFINITION OF THE DISTRICT (for inclusion in Comprehensive Plan) <br /> <br />Draft to be prepared by staff, April 16 - 22, and distrbuted to Task Force members for <br />comments, additions, deletions <br /> <br />PUBLIC PARTICPATION AND INPUT PROCESS <br /> <br />Process continues with notice, public meetings, and video of meetings; invitations and <br />discussions with interest groups and residents at May 20th meeting; Planning Commission to hold <br />public hearings on addition of" City Center District" to the City's Comprehensive Plan. <br /> <br />LOCATION OF DISTRICT: <br /> <br />The location of the City Center District is the area shown on the attached map and generally <br />described as follows: Beginning at the northwest corner of Howard Johnson Park along Woodhill <br />Drive, east along the Woodhill Drive right-of-way (and also including the VFW, Shopping <br />Center, and Veteran's Park north of Wood hill Drive) to Victoria Street; then south along Victoria <br />to the intersection with County Road "C"; then west along the south right-of-way line ofthe <br />BNSF railroad right-of-way (and also including the Roseville Mobile Home Park adjacent to the <br />railroad right-of-way) to a point of intersection with a line extended south along the west <br />property line of Howard Johnson Park; the north along the west edge of Howard Johnson Park to <br />the point of beginning. <br /> <br />Because street views and entries to the City Center play an important role in the "sense of place', <br />the district includes the right-of-way of Wood hill Drive from Hamline Avenue to Victoria Street; <br />County Road "C " from Hamline A venue to Victoria Street, Lexington A venue from County <br />Road "C-2" to Highway 36; and Victoria Street from Woodhill to County Road "C". <br /> <br />4 <br />
