<br />The Main Street concept is oriented to a new north south road which connects County Road C <br />and Woodhilll in a straight north south fashion, just east ofthe skating center. This main street <br />would allow for "drop offs' at many different entry points to the skating and recreation center, <br />the community center and the government center. A pool would be placed south of the skating <br />center. The government center would remain on the corner of Lexington and County Road C, <br />while the community center would face Woodhill. A winter garden would be constructed directly <br />east, across the main street from the skating center. Parking will be east of the garden. A public <br />safety (police and fire) building would be located at Woodhill and Lexington. The main street <br />becomes the open space entrance to the winter garden. <br /> <br />The City Square/Commons Concept creates an internal focus of central open space with all <br />uses fronting on the square. Recreation and a pool are adjacent to the skating center. The <br />government center faces county Road C; the public safety building faces Lexington; the <br />community center is located at the corner of Lexington and W oodhill. Service parking would be <br />attached to the skating center. The main parking would be located under the city square. <br /> <br />In March the Task Force reviewed City Cent er Concepts: <br /> <br />Kim Way described the three City Center Concepts (Parkway Concept; Main Street Uses; and a <br />City Square Concept) with four major uses. The charge to the Task Force was discussed; what <br />are the steps (development strategies) necessary to implement the plan. The end product must <br />have a strategy based on economic reality. <br /> <br />Kim Way described the program, noting that the design and scale or size will be a future step. He <br />challenged the Task Force to define the "City Center area or district". Details are needed on the <br />"Program" which is to fit into the areas, the "boxes" that hold the uses; size of the boxes; and the <br />location on the site. The City Center must take into account the opportunity (and value created) at <br />the edges of the City Center. <br /> <br />The Task Force eventually must prioritize the proposed uses; i.e., pools vs police facilities. In <br />addition the Task Force must answer where does public works facility go and whether the City <br />needs a new public safety facility? By defining the uses and the market, the consultants will be <br />able to create a spatial relationship for the required parking <br /> <br />The Task Force agreed the visioning process has been completed, but a reality check must allow <br />the Task Force to deal with immediate concerns. <br /> <br />The Task Force, as a consensus, evaluated the three concepts and found that the City Square <br />concept best fit their value statements in part because the" Square" gives a heart, focus, or center <br />to the community; a sense of place. The City Square concept works best because it does not rely <br />on the street system and calm traffic on both County Road C and Lexington. The City Square <br />should be an "intense" design with a critical mass and activity on the site, while not <br />overwhelming the site. The Task Force preferred more density as in the City Square. Yet, there is <br />a lack of central parking accessible to all. City Hall could be moved if it allowed the Community <br />Center activities to thrive. Moving the pool away from the skating center may help each <br />functions better. A Main Street concept could be built into the City Square concept but a <br />16 <br />
