Sarkozy, City Manager <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Re: <br />Subject: <br /> <br />Roseville City Center <br />Skating Center Expansion Evaluation <br /> <br />Dear Mr. Sarkozy: <br /> <br />We are very excited about the vision you and the City staff have presented for a new City <br />Center in Roseville. This concept is a wonderful opportunity for the City to further it's <br />goal of becoming a truly livable city. We are excited to be apart of it and feel that the <br />Phase 2 Skating Center expansion we be a supporting contribution toward that goal. <br /> <br />Ellerbe Becket is pleased to offer this assessment of the proposed Phase 2 Skating Center <br />expansion and renovation project with respect to its potential impact on the future <br />development of a Skating Entertainment and Event Center and the longer term vision for <br />the City Center development. <br /> <br />The Ellerbe Becket team has: <br /> <br />. Visually surveyed the existing site and facilities. <br />. Reviewed current plans for the expansion and renovation of the existing Skating <br />Center. <br />. Met with the project architect, Bonestroo, Rosene, Anderlik & Associates, regarding <br />the current Phase 2 expansion and future expansion concepts for the Skating Center. <br />. Met with City staff members to discuss current Phase 2 plans for the Skating Center <br />expansion and their longer term vision for the City Center development. <br /> <br />Summary Assessment <br /> <br />The current Phase 2 proposal expanding north and west from the existing ice arena does <br />not appear to preclude or negatively impact the future expansion of the Skating Center or <br />long term development of the City Center concept. This expansion provides for the <br />immediate and, as we understand, critical program needs for; multipurpose community <br />space for banquets, organized City functions, community clubs and indoor spill over space <br />from the ice arena and oval, as well as team, fitness and miscellaneous utility space for the <br />Skating Center. <br /> <br />Phase 3 and subsequent phases of expansion of the Skating Center warrant further study of <br />the broader City Center concept before proceeding with detailed development plans and <br />construction.
