Mr. Steven R. Sarkozy, City Manager
March 20, 1998
Page 3

programmatic needs. Phase 3 expansion at the lower level has large activity rooms
connecting directly to the team room corridor. This may be heavily traveled, and it
may be desired, if not required, to provide a wider corridor. Service access to the Oval
physically separates the lower level, limiting expansion space.

. Community and Entertainment Activities - Phase 2 circulation, adjacencies and
general layout for: the commons, concessions, reception and gathering spaces,
banquet and meeting spaces work well. Again we assume that these areas are
adequately sized for your programmatic needs. The kitchen is adequately sized for
catering, not food preparation. If food service requires expansion, it has limited space
to the north and service access becomes a greater intrusion on the public space. As
mentioned earlier, the additional entry on the north side of the commons space is
important asset for the Skating Center.

. StaWmaintenance access and circulation. service loadinwdelivery access - Phase 2
access and service from parking lot C is mid level and through a half flight of steps,
while on grade access would be more desirable. With subsequent expansion, service
will become a more significant issue and we suggest further review of its location.
Additionally, an alternate location for the service road might be considered to allow
flexibility for a larger and better connection of the lower level facilities.

. Restaurant and Pro Shop - The Pro shop has a direct relationship to ice activities and
can enhance service and hopefully supplement revenues. The proposed restaurant
may follow suit with the pro shop, or possibly compete with Skating Center
concessions. The restaurant will require separate kitchen, service and dining space.
The site discussed for the restaurant places a significant amount of pressure on an
already tight entry to the Skating Center. Careful consideration should be given to
how this restaurant will integrate with the Skating Center operations, function and
physical facilities.

Thank you for the opportunity to provide this assessment to the City. If you have any
questions or would like to further discuss these comments, please do not hesitate to call me
at any time. We look forward to continuing our relationship with the City of Roseville and
to assist the City in achieving its vision of its new City Center.

Sincerely,

c: Don Eyberg, Kim Way

C:\sarIdt3,doc
