<br />REQUEST FOR CITY COUNCIL DISCUSSION/DIRECTION <br /> <br />Department Approval: <br /> <br />Manager Approval: <br /> <br />DATE: 01/18/00 <br />ITEM NO: <br />Agenda Section: <br />REPORTS <br /> <br />Item Description: <br /> <br />City Center Task Force Draft Reports (PF# 3119) <br /> <br />1.0 REQUESTED ACTION <br /> <br />I' <br /> <br />1.1 <br /> <br />The City Center Task Force was appointed by the City Council in 1998 to establish a vision <br />and a plan for the City Center. The City Center Master Plan was one of the concepts in the <br />Comprehensive Plan that was to be complete after the original adoption in1994. The Task <br />Force has completed Phase 1 of the report and has a draft of the document ready for <br />discussion. The draft report recognizes the long-term nature of this project, the needed <br />vision, proposed uses and financial implications, and boundaries of the City Center District. <br /> <br />1.2 The Task Force has worked for twelve months with urban planning consultant Kim Way to <br />prepare a 40-year vision and the uses that may be included in the plan. During that time they <br />have met at least monthly and taken a tour of community centers and recreation centers <br />throughout the suburban metropolitan area. They have also reviewed city surveys, socio- <br />demographics for the area and heard from the city departments regarding the users of <br />services and future needs. <br /> <br />1.3 Attached is the draft plan. It is still being updated, the new more concise booklet will be <br />printed in the near future. <br /> <br />2.0 PROJECT BACKGROUND <br /> <br />2.1 <br /> <br />Vista 2000, a community projection of what Roseville should look like in year 2000, <br />recommended that the city create a "sense of place" and "construct a Roseville Community <br />Center which would provide areas for seniors, gymnastics, court games, fitness, water play, <br />meeting space, cultural arts and social gatherings. The Vista teams also recommended"...a <br />pathway (sidewalk) system that connect park trails with major civic buildings, recreational <br />and cultural facilities and shopping facilities", <br /> <br />In 1994 the City adopted a new Comprehensive Plan. Within that plan (and the 1998 plan) <br />was an implementation programming which included creating a city center master plan. <br />(Section 11, p.3) A goal of the 1998 Comprehensive Plan is to "Create a master-planned <br />Civic Center Complex for government, life safety, public recreation and specialized housing <br />located on land surrounding the intersection of Lexington Avenue and County Road C". <br />(Section 3, p.17, #16) <br /> <br />PF3119 - RCA (01/17/00) - Page I of3 <br /> <br />/0'0 <br />\ \ib <br />
