<br />- <br /> <br />ORDINANCE NO. <br /> <br />AN ORDINANCE AMENDING <br />SECTIONS 1101.02 (Subdivision Definitions) and: SECTION 1103.06 (Lot <br />Standards) and Section 1104.04.04 E (Minor Subdivisions) CREATING A <br />PROCEDURE FOR APPROVING FLAG LOTS WITHIN OF THE ROSEVILLE <br />CITY CODE <br /> <br />THE CITY OF ROSEVILLE DOES ORDAIN: <br /> <br />Section 1. Purpose. Because the City of Roseville has few remaining undeveloped <br />parcels, there is a need to provide methods to subdivide remaining large, undeveloped low <br />density parcels to accommodate additional development. One method of providing for such <br />development is by creating "flag lots". The purpose of this Ordinance is to provide a <br />definition for a "flag lot" and establish a process for the review and adoptions of <br />subdivisions which include "flag lots". <br /> <br />Sedion 2. Amendments. Section 1101.02 (Su~division Definitions) is hereby <br />amended by adding the following definition: <br /> <br />Flag Lot - A Flag Lot is a parcel or lot which has less than the required frontage or lot <br />width on a public right-of-way. The minimal width does not allow for construction of the <br />principle structure at the minimum required front setback line, requiring an extended <br />driveway to reach an area large enough for the principle structure. The lot has more than the <br />required lot depth and area for the zoning district in which it is. located. <br /> <br />Sedion 3. Amendments. Section 1103.06K is hereby amended to add flag lot <br />provisions as follows: <br /> <br />Section 1103.06 K. Flag Lots. A flag lot may be created by subdividing a parcel into 2 <br />buildable lots with the following conditions: <br /> <br />1. The flag lot shall have frontage on and physical ~ccess to a public right of way. <br />2. The frontage shall be a minimum of 40% of the required lot frontage for the <br />zoning district in which it is located. <br />3. The flag lot shall have a paved driveway a minimum of 12 feet in width, <br />constructed to a strength capable of supporting emergency vehicles. <br />4. The flag lot shall be assessed for improvements based on frontage or area but <br />shall be no more than the equivalent to a standard non-corner lot. <br />5. The mimimum structure setback from any existing adjoining structure shall be <br />thirty (30) feet. <br />
