<br />stated they have a large investment in the existing building. If the existing <br />building were vacated, only a cabinet shop or a residence would be possible on <br />this site. There will be no more exterior noise. <br /> <br />Chairperson Wietecki stated that 1-1 zone would allow for any industrial use. <br />Can the City look at areas larger than one site - from "D" to the industrial area? <br />Roseville does not spot zone. Look at what the best use along all of Cleveland <br />would be. <br /> <br />Member Harms noted that a succeeding use (such as stamping) could occur <br />which would be a problem in the future. <br /> <br />Member Rhody stated that this is a transitional area; spot zoning is not an <br />adequate solution. By planning and with time, this can be managed. Member <br />Rhody asked if the Community Development Department can find another site. <br /> <br />Member Harms asked if TIF or land swaps are available for this site. Scheier <br />noted he has met with builders in Lino Lakes and New Brighton and has <br />estimates for new buildings. <br /> <br />Member Harms asked what the City could do to help to find a solution in this <br />location. The City must have time. <br /> <br />Scheier asked the Planning Commission to consider adding the parcel to the <br />PUD of Centre Pointe. <br /> <br />Chairperson Wietecki noted that a change in the Comprehensive Plan will <br />require time, hearings, a PUD and review by Metro Council. <br /> <br />Dennis Welsch suggested alternatives: <br />1. A rezoning as requested; <br />2. A neighborhood plan and a Comprehensive Plan change; <br />3. A PUD and a transitional use; <br />4. A sale and move to another site; <br />5. A trade and move to another site. <br /> <br />General discussion ensued. <br />7c. Planning File 2987. Sketch Plan Review, tom Scanlon - Proposed <br />subdivision of property at 2120 Cleveland Avenue North <br /> <br />City Planner Kim Lee presented an overview of the Scanlon proposal. Dan <br />Gleason, Architect, provided background on three Scanlon proposals, noting the <br />owner's request to subdivide a one acre lot into four lots. <br /> <br />Chairperson Wietecki noted that flag lots are not acceptable in Roseville. <br /> <br />15 <br />
