<br />" <br /> <br />\ ,. <br /> <br />LV <br /> <br />REQUEST FOR CITY COUNCIL AalON <br /> <br />DATE: 07/12/99 <br />ITEM NO: <br /> <br />~~S:roval: City Manager Approval: ~~~~i;ction: <br /> <br />Item Description: Approval of Excavation Permit - 2775 Victoria Street <br /> <br />1.0 REQUESTED ACTION <br /> <br />Section 705 ofthe City Code requires that any excavating in excess of 2,000 cubic yards <br />on 1 acre or less of undeveloped "R-l" zoned land must receive a permit approved by the <br />City Council prior to beginning excavation. <br /> <br />2.0 BACKGROUND: <br /> <br />Innovative Design, under the business name of Gary Contracting Company, 2250 Acorn <br />Road, Roseville, MN, has applied to excavate approximately 5,000 cubic yards of <br />material off of a vacant lot located on the west side of Victoria directly north of the <br />Lakeridge Care Center. The excavation is required to prepare the lot for the construction <br />of a single family residence. The west end ofthe lot is approximately 32 feet higher than <br />the Victoria side of the lot. The removal of the material is necessary in order to construct <br />the new home with a driveway slope of 10% which is the City of Roseville's standard <br />maximum grade. The contractor proposes to construct a number of retaining walls to <br />support the edges of the excavation. These walls are proposed to be no more than 4 feet <br />in height. The vacant "R-l" zoned lot exceeds the minimum City requirements in width, <br />depth, and square footage. <br /> <br />3.0 STAFF RECOMMENDATION: <br /> <br />The Staff recommends approval. If the City Council approves the excavation permit, the <br />contractor would be required to meet existing guidelines established for excavation fill <br />type permits. Additional conditions would be: <br /> <br />3.1 Grading and retaining walls shall be constructed as shown in the application. <br />3.2 Access must be provided to the upper level for maintenance operation such as lawn <br />mowmg. <br />3.3 Drainage must be directed away from the lot to the north to ensure no added water is <br />diverted to this property. <br />3.4 Silt fence or approved erosion control must be installed along all disturbed areas. <br />3.5 Restoration of disturbed area must be completed within 60 days of disturbance. <br />3.6 The excavated soil must be removed from City. <br />3.7 The applicant is responsible for soil and debris within the street right-of-way, which <br />must be cleaned and materials removed each day when hauling from the site occurs. <br /> <br />1 <br />
