A brief
description of the Kadrie compromise appears to be that the variance for the 3' walkway adjacent to the
Kadrie home will be approved with the requirement (and agreement) that the illegal 13' wide deck that
currently exists adjacent to the house will be removed before the walkway is constructed. This
compromise sends a clear message on the City's position regarding illegal construction activities. In
addition, the actual setback of the house from Lake Josephine will be increased by 10', which makes the
non-conforming structure somewhat less non-conforming.

,,,.'.

Due to the many benefits that occur from this decision, the DNR would like to express support for the
compromise that has been reached between Mr. Kadrie and the City of Roseville. With this new
information, the DNR retracts its August 31, 1999 comments concerning the Kadrie variance, and the
objections of the DNR to the approval of the Kadrie variance are dropped.

Thank you for giving the DNR the opportunity to comment on this variance. Please contact me at 651-
772-7910 should you have any questions concerning these comments.

Sincerely,

,O~~/J ~
r '
v'

Joseph Richter
Hydrologist

c: Rice Creek Watershed District
Charles Kadrie, 1225 Josephine Road, Roseville, MN 55113

DNR Information: 651-296-6157 · 1-888-646-6367 · TTY: 651-296-5484 · 1-800-657-3929

An Equal Opportunity Employer
Who Values Diversity

'-' Printed on Recycled Paper Containing a
'.., Minimum of 10% Post-Consumer Waste
