We cannot give away that Council decision in the field. Hope that helps,
See ya in 2 weeks. What I mean is, the presence of
curb and gutter will not necessarily change the drainage for the properties to the south. They have always had a
water problem and I think there is a good chance that the ground water is perched adjacent to their basements and
that the groundwater elevation jumps with every storm -- not necessarily caused by St. Rose. We should not sell curb
and gutter as the solution to wet basements. The issue of curb is just a code issue.

-Original Message--
From: Welsch, Dennis
Sent: Wednesday, July 28,19995:12 PM
To: Keel, Karl
Cc: Paschke, Thomas; Strong, Doug; Bloom, Deb
Subject: Rose of Lima Drainage and Curbs

Karl: The meeting on the site is set for 10 am next Tuesday. Deb or Doug should attend with Thomas. The
neighbors south of the parking lot are very concerned because they got a new load of water in their basements
after the big storms this year. The language in the variance is very specific and states that curbs are required, I do
not think staff latitude is allowed. I do not believe we can vary from that without an amendment approved by the
Council.

On the sewer plan, a updated, edited version has been done. Kathy Kittleson will be getting a copy to you, Deb
and Duane. We still do not have the numbers for the houses and businesses served - see the empty chart in the
plan. If you can complete this, we will be ready to send this in to the Met Council along with the resolution on
surface water management.

Thomas will prepare a letter and send it and the plan and resolution to Liz Von Zomeran at the Met Council. She is
the plan's chief reviewer.

1
