<br />3/<(, <br /> <br />April 15, 1999 <br /> <br />Father Walt Sochacki <br />St. Rose of Lima Church <br />2048 North Hamline Avenue <br />Roseville, Minnesota 55113 <br /> <br />Dear Father Sochacki: <br /> <br />The City records show th;lt in April 1996 St. Rose of Lima requested Oanuary 31,1990) <br />and received a variance from the City of Roseville City Council to waive the <br />requirements for certain parking lot improvements including: <br /> <br />1. The parking lot along Eldridge be removed and concrete curbs installed <br />15 feet back from the property line; <br /> <br />2. Driveway openings be reduced to 26 feet in width and curb and gutter be <br />placed at driveway entrances; <br /> <br />3. Paving placed on City right-of-way in the southeast corner of the <br />property be removed and replaced with sod; <br /> <br />4. Concrete curb be installed along the entire south edge of the existing <br />parking lot. <br /> <br />On April 23, 1990 the Council approved the variance request with the stipulation that <br />the parking lot be brought into compliance within five years, with design details to be <br />worked out by staff. Evidently the concerns of the Council and neighbors related to <br />street drainage from rain and melting snow across the parking lot into residential lots <br />which were already having problems with wet basements. Another concern appeared <br />to be traffic control and driveways within the parking lot. <br /> <br />The City records do not show that the Church took out necessary permits and <br />completed the work in 1995 or thereafter. The records also do not show that the <br />Church received further waivers or variances to exempt the Church from compliance <br />with the City Code. <br />
