<br />~ ~hcdr-*e.- Ft-A- dces en ~ <br />Minnesota Pollution Control Agency <br /> <br />(D) <br /> <br />-- - - <br />- - -- <br /> <br />AQ Doc. # 3.01 <br /> <br />March 1998 <br /> <br />Facts about <br /> <br />Air Emissions Registration Permits <br /> <br />The Minnesota Pollution Control Agency <br />(MPCA) has streamlined its air emissions <br />pennit program to make it easier for some <br />businesses to comply with the air emissions <br />pennit regulations. <br /> <br />Businesses with low levels of actual emissions <br />can submit a simplified permit application <br />fonn and obtain an air emissions pennit called <br />a "registration pennit." Registration pennits <br />allow facilities greater flexibility to make <br />changes as long as they can show they remain <br />eligible for the registration pennits. <br /> <br />Purpose of Registration Permits <br /> <br />It is essential that the MPCA have sufficient <br />infonnation available on permit application <br />fonns to ensure that pennits are protective of <br />the environment. For that reason, the <br />agency's application fonns for air emissions <br />permits call for a significant amount of detail <br /> <br />Pollutant <br /> <br /> <br />about facilities. For those with low emissions <br />of air pollutants, less detail is necessary. <br /> <br />Registration pennits greatly simplify the <br />pennit application process for facilities. Also, <br />since the public notice period for the rule is <br />considered to be the public notice period for <br />these pennits, the registration pennits can be <br />issued without an individual public notice and <br />comment period. <br /> <br />Registration pennits are intended for two <br />categories of pennittees: <br /> <br />· Facilities that only need permits because <br />they are subject to certain federal New <br />Source Perfonnance Standards; and <br /> <br />.
