Registration pennits
allow facilities greater flexibility to make
changes as long as they can show they remain
eligible for the registration pennits.

Purpose of Registration Permits

It is essential that the MPCA have sufficient
infonnation available on permit application
fonns to ensure that pennits are protective of
the environment. For that reason, the
agency's application fonns for air emissions
permits call for a significant amount of detail

Pollutant

about facilities. For those with low emissions
of air pollutants, less detail is necessary.

Registration pennits greatly simplify the
pennit application process for facilities. Also,
since the public notice period for the rule is
considered to be the public notice period for
these pennits, the registration pennits can be
issued without an individual public notice and
comment period.

Registration pennits are intended for two
categories of pennittees:

· Facilities that only need permits because
they are subject to certain federal New
Source Perfonnance Standards; and

. Certain facilities whose potential emissions
exceed a pennit threshold but whose
actual emissions of air pollutants fall below
the federal thresholds due to operating
limits, fuel use, control equipment or other
measures.

State Threshold

50 tons/ ear
25 tons/ ear
0.5 tons/ ear
100 tons/ ear
100 tons/ ear
100 tons/ ear
25 tons/ ear
10 tons/ ear

Federal Threshold

100 tons/ ear
100 tons/ ear
10 tons/ ear
100 tons/ ear
100 tons/ ear
100 tons/ ear
25 tons/ ear
10 tons/ ear

Eligibility For Registration
Perm its

Minnesota Pollution Control Agency, 520 Lafayette Rd.
