They can also issue orders and enforce the noise <br />limits. <br /> <br />The noise ordinance contains a nwnber of exemptions such as emergency vehicles, snowplows, <br />parades and one-day festivals. The City Council can grant a variance from the noise limits for a <br />specific purpose after a public hearing. Neighboring residents and the District Council are notified <br />about variances. <br /> <br />You should also be aware tbat the City's noise ordinance does not cover noise from railroads, <br />airplanes, general road noise or barges. Call the MPCA (296-7372) for information and possible help <br />with these problems. You may also contact the Metropolitan Airports Commission (726-9411). <br /> <br /> <br />~OXIOUSSUBSTANCES <br /> <br />Substances which are offensive, detrimental to your health, harmful or dangerous should be removed <br />or cleaned up. <br /> <br />Call Public Health (292-7771) for cleanups of substances such as: dead animals, decayed animal <br />mater, untanned hides, spoiled, putrid or foul meat or other animal products, human or animal <br />excrement or manure. If these or similar noxious substances are left in a truck, trailer, railroad car, <br />vehicle parked on a street or highway, they can be ordered to move. <br /> <br />An inspector can come out and may order the property owner to clean up the noxious substance <br />within a reasonable amount of time. <br /> <br />You should be aware that a person may apply for and receive written permission trom LlEP to bury <br />dead animals or to receive, store, dress, pack or sell "green hides" (untanned ones), Therefore, if you <br />see someone burying an animal or having green hides, the response to your call could be that what <br />the person is doing is permitted. <br /> <br />The Minnesota Pollution Control Agency may clean up other noxious substances. The MPCA may be <br />involved when the noxious substance is in the form of an emission in the air rather than a solid <br />substance, or when the presence ofthe noxious substance may be polluting the air or water. <br /> <br />..J....,:;. MPCA cleanup may be a major project and may take at least several months to resolve. <br /> <br />OBSCENITY, PORNOGRAPHY <br /> <br />Obscenity consists of any book, magazine, newspaper, film, video or performance that elicits an <br />unwholesome interest in sex, which has no serious value, and which portrays sexual activity in an <br />offensive way. <br /> <br />It is a misdemeanor for any person to manufacture, sell or distribute any material that he or she <br />knows to be obscene. It is also a misdemeanor to sell, issue, distribute obscene material to minors or <br />to display it publicly where minors may see it. <br /> <br />If you have a complaint about obscene material, call the Police department (291-1111).
