<br />" <br /> <br /> <br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br /> <br />DATE: 11/22/99 <br />ITEM NO: J-2 <br /> <br /> <br />De artment Approval: <br />)tp <br /> <br />Ite Description: City of Roseville, request for an amendment to Section 1010.11, Trash <br />Handling Equipment (PF3143) <br /> <br />Agenda Section: <br />LAND USE <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City of Roseville is requesting approval of an amendment to Section 1010.11 of <br />the City Code (Zoning) regulating residential, business, and industrial trash handling <br />equipment. <br /> <br />2.0 PURPOSE <br /> <br />2.1 The purpose of this ordinance is to update and clarify the City's regulations regarding trash <br />and recycling compactors and containers. The intent of the amendments address the <br />current use of trash and recycling compactors and container, while protecting the interest <br />of adjacent property owners. <br /> <br />3.0 BACKGROUND <br /> <br />3.1 Section 1010.11, Trash Handling Equipment, states: Dumpsters, trash and trash <br />handling equipment shall be stored within a principal structure or within an attached <br />structure accessible from within the principal structure and serviced by an overhead <br />door to the exterior of the facility. If the structure is attached for this purpose, it shall <br />be of the same materials as the principal structure and accessible to the interior and <br />shall be roofed. A facility shall be located so as to be as inconspicuous as possible to <br />the contiguous public right-of-way. Such trash handling equipment storage areas shall <br />be of sufficient size to accommodate the separation of trash, including separate <br />provisions for paper, cardboard, glass, cans and miscellaneous refuse. <br /> <br />3.2 A commercial compactor can be used for recycling or trash compaction. It is self- <br />contained and attached to the building and has an integral ram that compresses the <br />material. Commercial compactors can range in size from 20 to 30 feet in length or <br />larger and based on a strict interpretation of the code, would be cumbersome and costly <br />to construct roofed structures around. <br /> <br />3.3 A strict interpretation of the ordinance would identify these large commercial <br /> <br />PF3143 - RCA (11/22/99) - Page 1 of 3 <br />
