<br /> <br />REQUEST FOR CITY COUNCIL ACTION <br />DATE: 03/13/00 <br />ITEM NO: H-3 <br />Agenda Section: <br />HEARING <br /> <br />Manager Approved: <br />6- <br /> <br /> <br />Request by Northwestern College to indefinitely extend the FINAL PUD <br />approval of an amendment to PUD #1124 and approval of the FINAL PUD <br />Agreement amending PUD Agreement #1124 allowing construction of a <br />four (4) stOry office and radio building. (PF3144) <br /> <br />1.0 BACKGROUND <br /> <br />1.1 On August 13, the Roseville City Council approved the concept development plan and <br />concept PUD Agreement. At that meeting the Council provided Northwestern College and <br />staff with comments regarding the structures height, architectural design, and exterior <br />materials. <br /> <br />1.2 On December 13, 1999 the City Council opened the hearing on the request and continued <br />the hearing and action on the request until January 10, 2000. <br /> <br />1.3 On January 5, 2000, staff received a letter addressed to the City Council regarding the <br />Northwestern College office development. The letter requested a 60-day extension of the <br />Council's review timeline. <br /> <br />1.4 Since January 5, 2000, Northwestern College has been revising the office structure to be <br />acceptable to the Trustees. Because of escalating construction costs and increased interest <br />rates, a final decision on the design has not been reached by the Trustees of Northwestern <br />College. <br /> <br />1.5 On March 13, 2000 the previous extension expires. However, Northwestern College has <br />submitted another request to extend the review deadline indefinitely. This request will <br />afford the Trustees and the Architect the necessary time to make the fmancial decisions <br />and refined plans for Council consideration. <br /> <br />2.0 STAFF RECOMMENDATION <br /> <br />2.1 Based on the request by Northwestern College and given the circumstances surrounding <br />this development, staff recommends that the City Council open the public hearing; <br />continue the hearing indefinitely; instruct staff to provide written notice of the final <br />hearing to property owners within 350 feet; and to publish notice in the official local <br />paper. <br /> <br />PF3144 - RCA (031300) Page 1 of 2 <br />
