<br /> <br />Minnesota Department of Natural Resources <br />Metro Waters - 1200 Warner Road, St. Paul, MN 55106-6793 <br />Telephone: (651) 772-7910 Fax: (651) 772-7977 <br /> <br />August 31, 1999 <br /> <br />City of Roseville <br />Thomas Paschke, City Planner <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />RE: Mark & Terri Hanson Subdivision Proposal, Lake McCarron's (62-54P), City of Roseville, <br />Ramsey County <br /> <br />Dear Mr. Paschke: <br /> <br />DNR Waters has received (August 19, 1999) the survey (dated July 8, 1999) for the proposed subdivision <br />of property owned by Mark & Terri Hanson for property located at 304 North McCarrons Boulevard. <br />The Hanson's are proposing to subdivide a single riparian lot into two 35,000 square foot riparian lots <br />located in the southeast quarter of Section 13, Township 29 North, Range 23 West. <br /> <br />In your cover letter, you asked for guidance on the placing of structures on the Hanson lots. From an <br />ecological point of view, the best location for homes on these lots is on the property within 120' of Lake <br />McCarrons Boulevard North. These sites are recommended because they are not located on steep slopes, <br />which are prone to erosion. In addition, these sites have the benefit of being located relatively far from <br />Lake McCarrons. Many Cities consider swimming pools to be structures and subject to the same setback <br />requirements as houses. The swimming pool should be constructed close to the house of the property <br />to allow the plumbing of the house to be used to drain the pool. <br /> <br />Your letter also asks for guidance concerning the removal of vegetation in the area between the home and <br />lake. In general, noxious and exotic upland vegetation may be removed without receiving a City Permit. <br />However, the removal of shrubs and trees will require the approval of the City ofRoseville. It is only fair <br />to explain that many Cities choose to regulate only the cutting of trees that are greater than 3" or 6" in <br />diameter. The primary goal of retaining the vegetation on a lot is to preserve the aesthetic experience that <br />people have when they are on Lake McCarrons. However, it is allowable to remove selected tree <br />branches and trees to preserve the view ITom a house to the lake. <br /> <br />In addition to the above comments, we have the following detailed comments to offer: <br /> <br />1. Lake McCarrons (62-54P), a DNR Protected Water, is located on the Hanson Property. Any <br />work that is done below the ordinary high water (OHW) level of841.4' (NGVD, 1929) is under <br />the jurisdiction of the DNR and may require a DNR Permit. Currently, it appears that there are <br />no plans for work below the ordinary high water level. However, should any plans be made for <br />work at, or below, the OHW, then DNR approval will be needed. <br /> <br />Should there be any wetlands on the Hanson Property that are not under DNRjurisdiction, then <br />these wetlands will fall under the jurisdiction of the Army Corps of Engineers and the Ramsey- <br />Washington Metro Watershed District.
