MN 55113

RE: Matk & Terri H.:ll1Son Subdivision ProposaJ, Lake McCarron's (62-54P), City of RoseviJle,
Ramsey County

Dear Mr. Paschke:

DN R Waters has received (August 19, 1999) the survey (dated July 8, 1999) for the proposed subdivision
of property owned by Mark & Terri Hanson for property located al304 North McCarrons Boulevard.
The Hanson's are proposing to subdivide a single riparian lot into two 35,000 square foot riparian lots
localed in the southeast quarter ofSecrion 13. Township 29 North, Range 23 West.

In your cover letter, you asked for guidance on the placing of structures on the Hanson lots. From an
. ecological poim of view, the best location for hom~ on these lots is on the property within 120' of Lake
McCarrons Boulevard North. These sites are recommended because they are not located on steep slopes,
which are prone to erosion. In addition, these sites have the benefit of being located relatively far from
Lake McCarrons. Many Cities consider swimming pools to be structures and subject to the same setback
requirements as houses. The swimming pool should be constructed close to the house of the property
to allow the plumbing of the house to be used to drain the poot.

Your letter also asks for guidance concerning the removal of vegetation in the area between the home and
lake. In general, no""ious and e~olic upland v~gt=Lalion may be removed without receiving a City Permit..
However, the removal of shrubs and trees will require the approval of the City ofRoseville. H is only fajr
to explain that many Cities choose to regulate only the culting of trees that are greater than 3" or 6" in
diameter. The primary goal of retaining the vegetation on a lot is to preserve the aesthetic experience that
peop1e have when they are on Lake McCarrons. However, it is allowable to remove selected tree
branches and trees to preserve the view from a house to the lake.

10 addition to the above corrunents, we have the following detailed comments to oITer:

L Lake McCarrons (62-54P), a DNR Protected Water, is located on the Hanson Property. Any
work that is done below the ordinary high water (OHW) level of841 .4' (NGVD, 1929) i5 under
the jurisdiction of the DNR and may require a DNR Permit Currently, it appears that there are
no plans for work: below the ordinary high water level. However. should any plans be made for
work at, or below, the OHW, then DNR approval win be needed.

Should !here be any weLlands on the H<1I1Son Property that are nOt W'l.der DNRjurisdiction. then
these wetlands will fall under the jurisdiction of the Anny Corps of Engineers and the Ramsey-
Washington Metro Watershed District. Other DNR employees may submit comments in
response to these regulatory programs.

DNRlnf,)rmation:6:,I.296.o1...7 · I.SHH'6-1-o-()~\67 · TTY:6:;1-2')6-:'i.,I~.1 . 1-800-657-YJ',l()

.-\,', F''-IlI:.! npp,munilY Empl('Yt'r
\"'11,' \';11\1," Div..'f'il)

ft. 1.I(lnrf~C1 fu"l i'h'~(;yf;h~fl r.I(~rr~r' Cnn':1inrn!'J :'t
'..
