REQUEST FOR PLANNING COMMISSION ACTION DATE: 10/13/99 ITEM NO: Manager Approved: Agenda Section: PUBLIC HEARINGS Nadya EI-Afandi & William Kinnunen, 1810 AIta Vista Drive, Front Yard Setback Variance Request (P.F.3152). 1.0 SUMMARY OF REQUEST 1.1 Nadya El-Afandi & William Kinnunen have requested a front yard setback variance to allow the construction of a porch onto the front and west side of the home at 1810 Alta Vista Drive, an encroachment into the required setback of 21.6 feet. 1.2 The home is located 14.5 feet from the property line along Alta Vista Drive and is considered a pre-existing non-conforming use. The porch addition as proposed would lie 8.6 feet from the property line along Alta Vista Drive. The proposal also includes a second story addition that intensifies the use of the site. 1.3 The property located at 1810 Alta Vista Drive is a lot that has both a unique shape (triangular) and double frontage (Alta Vista Drive & Dale Court). The parcel also has a tremendous elevation to the west and south. 1.4 In addition to the proposed porch addition, the proposal includes a second story addition above the existing house only and redesign ofthe home's interior to create more useable living space, including relocating the entry to the home. 1.5 The property owners have experienced a periodic wet basement. The porch addition would provide a greater distance for the storm water to drain away from the foundation of the home. 1.6 Currently two adults and three children reside in this two-bedroom house. 2.0 REVIEW OF REQUEST 2.1 Based on State Statute and the Roseville Zoning Ordinance, a variance requires a physical hardship unique to the site not created by the applicant; the situation is not correctable by reasonable alternative designs; and the variance cannot be based solely on economic issues.
