<br />RE: Centre Pointe Business Park - Indirect Source Permit (ISP) 97-4
<br />
<br />Dear Mr. Carlson and Mr. Welsch:
<br />
<br />The staff of the Policy and Plannmg Division (PPD}ofthe Minnesota Pollution Control Agency
<br />(MPCA) is in receipt of a letter from Mr. Brian Sullivan, RLK-Kuusisto, Ltd., dated
<br />February 2, 2000, regarding the CentrePointe Business Park project located in Roseville. The
<br />letter requests approval of a minor modification to ISP 97-4 th~t proposes a change in land use,
<br />square footage, and the number of parking spaces.
<br />
<br />The proposed changes to the project include: I) a decrease of 8,100 square feet of restaurant
<br />space from 14,100 square feet to 6,000 square feet, 2) an increase of 5,791 square feet of .
<br />business hotel space from 106,613 square feet to 112,404 square feet, 3) an increase of377,399
<br />square feet of office space from 185,757 square feet to 563,156 square feet, 4) a decrease of
<br />313,130 square feet of office/showroom space to 0 square feet, and 5) a decrease of 60 parking
<br />spaces from 2,800 spaces to 2,740 spaces.

<br />With these proposed changes, the total square footage of the project will be 681,560 square feet,
<br />which is 61,960 square feet more tha.t1 the 619,600 square feet permitted under ISP 97-4. Adding
<br />to the proposed changes, ilie existing 11 O,COO square feet of office space in the project area,
<br />constructed by the previous developer under ISP 86-3 and ISP 89-4, the total square footage for
<br />the entire project area will be 791,560 square feet at build out.

<br />Based upon our review of the accompanying traffic impact and air quality analysis, the PPD staff
<br />concludes that the proposed changes will not adversely affect the predicted carbon monoxide
<br />levels. Therefore, the proposed changes do not constitute a design change requiring modification
<br />ofISP 97;.4. The PPD staff also finds that this minor modification meets the notification
<br />requirements ofISP 97-4, and are consistent with the provisions of the permit. Accordingiy, this
<br />letter constitutes an approval of the minor modification to allow the construction of the proposed
<br />changes.
