2660 Civic Center Drive

Memo
Roseville, Minnesota 55113

(651)490-2200

fax: (651)490-2275

DATE:

June 1, 1999

FROM:

Dennis Welsch

Debra Bloom, Assistant Public Works Director iJf^b

TO:

SUBJECT:

Centre Pointe EA W summary information

I have gone over the Centre Pointe (CP) fIle and the information provided in the EAW. I have found
reference to the storm water runoff and waste water demand. However, given the information provided
I am unable to confidently "fill in the blanks" on the summary table. The data inconsistencies indicate
that I am comparing apples to oranges. I have been unable to uncover anything in the engineering files
that will clear up the questions I have.

The data provided in the EA W is as follows:

Existin Storm Water Runoff (cfs)
Final Storm Water Runoff (cfs)
(2 ear, 24 hour eriod)
New Water Demand ( d)
Existin Waste Water (cfs)
Added Waste Water (cfs)
Total Waste Water (cfs)
Remaining Capacity (cfs)

77
50
(100 ear event)
71 ,400
26.62
50.83
77.45
?

m x 0.002228 cfs/
m x 0.002228 cfs/
m x 0.002228 cfs/

m = 0.0593 cfs
m = 0.1132 cfs
m = 0.1725 cfs

The CP site is substantially smaller than the TL development, 281 vs. 56.4 acres respectively. As shown
in the above table, the CP EA W runoff is greater than that of the larger development. This is difficult to
credit because CP is made up of Residential property, usually these areas are 70% pervious. How could
the runoff be 3 times as great as the TL site which is 5 times Cp's size?

The data for New water demand appears to be more in line. I am skeptical though.

The Waste Water totals are substantially smaller, I cannot credit that they are even remotely accurate,
and I currently haven't been able to determine where the "remaining capacity" figure comes from.

I was unable to fmd the Twin Lakes EA W document The information you provided consisted of the
Council Action and comment letters from various private parties and government agencies. If you have
a copy of this document I may be able to determine how the TL numbers were generated. Let me know
if there is any more information available to get to the bottom of this.
