This property will remain in public ownership and be preserved for open space and <br />stonnwater management purposes. <br /> <br />The Application demonstrates that the proposed Phase IV office on the Phase IV Site is not a substantial <br />change that may affect the potential for significant adverse environmental effects under EQB Rules. The <br />BRW Traffic and Air QUality Study and the Peterson WCA Report show that the traffic, air quality and <br />wetland impacts of Phase IV are substantially similar to the traffic, air quality and wetland impacts of the <br />hotel project assessed in the original Nonnandale La.\e EA W. <br /> <br />For example, daily trip generation for the Revised Preliminary Development Plan is about 0.4% less than <br />daily trip generation for the approved Preliminary Development Plan, and p.m. peak hour trip generation <br />for the Revised Preliminary Development Plan is only 6% greater than p.m. peak hour trip generation for <br />the approved Preliminary Development Plan. Background traffic volumes on Normandale Boulevard <br />have decreased between 1988 and 1994 due to the .opening of the new TH 169 bridge which has resulted <br />in the diversion oftbrough traffic off of Normandale Boulevard. 1999 traffic volume forecasts for the <br />intersection of West 84th Street and Normandale Boulevard, that include Phase IV, are less than the year <br />. 2000 forecasts used for the Normandale Lake ISP. 1999 p.m. peak hour level of service at the intersection <br />of West 84th Street and Nonnandale Boulevard is forecast to be level of service E with the proposed <br />Phase IV in lieu of the hotel. <br /> <br />The currently proposed Phase IV development includes a transportation management plan for the entire <br />office complex (hereinbefore and hereinafter referred to as "Nonnandale TMP"). The Normandale TNlP <br />was not a component of the original Normandale Lake EA W. It is intended to manage travel demand and <br />minimize peak period project trip generation by encouraging and promoting alternative modes of <br />transportation to single-occupancy vehicles. <br /> <br />The original Normandale Lake EA W included only a generalized assessment of air quality impacts. <br />Carbon monoxide concentrations with the hotel on the Phase IV Site were subsequently modeled in 1983 <br />and 1990 for the Normandale Lake ISP. The BRW Traffic and Air Quality Study submitted 'With the <br />Application updated previous air quality studies using trip generation for the proposed Phase IV <br />development on the Phase IV Site. Under both scenarios, with either the approved hotel or the proposed <br />Phase IV office on the Phase IV Site, carbon monoxide concentrations will be substantially less than <br />applicable state standards. <br /> <br />The MPCA will review the BRW Traffic and Air Quality Study when it is submitted together with the <br />Applicant's request to modify the Normandale Lake ISP to be consistent with the Revised PUD <br />Preliminary Development Plan and PUD Final Development Plan. A modified indirect source permit <br />must be issued before commencement of grading or building construction on the Phase IV Site. <br /> <br />Finally, the Peterson WCA Report demonstrates that the Phase IV development on the Phase IV Site <br />complies with WCA wetland replacement requirements. Peterson's review of the original Normandale <br />Lake EA W indicates that the hotel project would have resulted in impacts to the on-site wetland that are <br /> <br />-~ J', Q !.l .'" <br /> <br />j~ <br /> <br />97 <br />
