Peak Hour Levels of Service for Unsignalized IntersectionsJ) <br /> <br />1) Unsignalized intersection results refer to the lowest side street level of service experienced. <br /> <br />Two options exist to mitigate the level of service difficulties at the North Centre <br />Pointe Drive/Cleveland A venue intersection. The options include installation of <br />traffic signal control at either North Centre Pointe Drive or Lydia Avenue <br />intersection with Cleveland Avenue. Traffic volumes at the North Centre Pointe <br />Drive and Lydia Avenue intersections with Cleveland Avenue intersection should <br />be monitored following completion of the Centre Pointe development and traffic <br />signal control should be considered when actual traffic volumes meet the required <br />warrants. <br /> <br />The overall conclusion of the traffic analysis report is that the current proposed <br />Centre Pointe development would not cause any significant negative traffic <br />impacts at the any of the 10 intersections that have been examined. The traffic <br />impacts associated with the current Centre Pointe development proposal are <br />nearly identical to the impacts that would have been experienced with the Centre <br />Pointe development proposals approved in February of2000 and in the spring of <br />1997. <br /> <br />23. <br /> <br />Vehicle-related air emissions. Estimate the effect ofthe project's traffic <br />generation on air quality, including carbon monoxide levels. Discuss the <br />effect of traffic improvements or other mitigation measures on air quality <br />impacts. Note: If the project involves 500 or more parking spaces, consult <br />EA W Guidelines about whether a detailed air quality analysis is needed. <br /> <br />Page 24 <br />
