<<STSJtS I D-ou to-CI 1.-. 9<S'

, ~

February 3, 1995

TO: City Council

FROM: Steve Sarkozy

SUBJECT: WOODHILL DRIVE PARKING

As you know, the City, Roseville School District, and Meredith Cable entered into a contract for
the redevelopment of the Lake Owasso School property. The City invested in two new Little
League Ball Fields and is a partner with Meredith Cable on the development of a parking lot.

The intent of this parking lot was to provide for the after work hours use by Little League related
vehicles, and during work hours by Meredith Cable and Lake Ridge Nursing Home employees,
This relationship has worked well for Meredith and the City; however, Lake Ridge Nursing Home
employees and administration have not been entirely cooperative.

The new parking lot is a further distance from the Lake Ridge Nursing Home than available on
street parking. As a result, Lake Ridge Nursing Home employees continue to park on Woodhill
Drive. This presents an annoyance and hardship to residents along Wood-hill. City staff has
been in contact with Lake Ridge Nursing Home administration, who indicate that they request
employees to park in the newly provided parking lots. Lake Ridge does have construction of
new restroom and support facilities which causes additional parking pressures by construction
employees. However, the problems persist.

In response, the City will be sending a letter, this weekend, to all residents along Woodhill
requesting their support of posting Woodhill for no parking. Residents will have until Friday,
February 10, to respond to the City with their opinions. Presuming support of this action (we
have already received numerous telephone calls in support), the City would post Woodhill for
no parking with signs in place not later than Friday, February 17. Numerous counts of the on
street parking problem indicate that there are available parking spots in the newly constructed
lots.

The City would cooperate with residents along Woodhill when there are special parking needs.

We regret taking this kind of action; however, it has become clear that the staff and visitors of
Lake Ridge Nursing Home do not fully appreciate the ongoing problem of residents along
Woodhill.

, This schedule is subject to change. If serious objections arise, we will advise Council.
