The purpose of this Memorandum of Understanding is to restate and clarify <br />previous permits and lease agreements as they relate to the land use and parking on the <br />site commonly known as the Lake Owasso School, 934 Woodhill Drive. <br /> <br />1.2 History. In 1983 the City approved a IS-year special use permit for Roseville School <br />District to allow quasi-public use of Ow ass 0 Lake School. The District leased space to the <br />local cable provider MediaOne and the Community Cable access system. Terms of this <br />special use permit provided for on-site parking of 132 spaces. <br /> <br />In 1986 the special use permit was amended to allow up to 32 employee vehicles to be <br />parked in the northeast parking lot. Also, the trash dumpster areas (southwest side ofthe <br />building) were to be appropriately screened. The condominium buildings (west side) were <br />to be screened by 12 spruce trees. <br /> <br />In 1996 the District approved a ten-year lease between the School, the City and MediaOne, <br />to provide for a 70-space parking lot (southeast side of the building) with specific times <br />allotted for MediaOne and City uses. <br /> <br />In 1998 the IS-year special use permit expired without further review, <br /> <br />2.0 MediaOne Proposal <br /> <br />MediaOne has proposed the following in the Memo of Understanding relating to parking: <br /> <br />a, All boom trucks will be stored overnight and weekends at an alternative site (in Shoreview), <br />b, Service vans would be parked exclusively, overnight, weekends as well as during daytime <br />service hours, in the southwest parking area (area to be screened along the south \6 of the <br />the west property line with an eight foot tall board on board fence, and, a chain link security <br />fence installed along the south and east entry gate rear of this lot. <br />c, Pick-up trucks, used by MrdiaO!1e, will be parked in the northeast parking lot (32 space) <br />during day, evening and weekends, <br />d, Employees will park in the southeast lot (70 spaces) weekdays, <br />e. Customer parking for MediaOne would be on east Y2 of the horseshoe driveway (Woodhill), <br />f Customer parking for Cable TV will be retained along west \6 of horseshoe driveway <br />(Woodhill), <br /> <br />PF3157 - RCA (12] 399),doc Page 1 of 2 <br />
