A Special Use Permit has previously been issued to the Group W people for the occupancy _of the former' Lake Owasso-- School as it!l headquarters and services will be serving ;(oseviUe and the northern suburbs. ;rhe property is zoned f{-l.and, be~ng - o~ned by the school district (leased to -'Group WJ,the use is subject to a Special!Use- Permit for' initial. occupancy and if parking is expanded on the si~e. Thp.. initial development approvp.d by . the City in' 1983 included 132' parking spaces and _ the .us~ of a portion. of the site and a major portion of the building for construction "-material-' and 'accessory," vehiCles utilized primarily durir.g the initial construction of thiS system. This operation is now phasing out and ~roup' W' proposes ,to add additional employ.ees, to the site space formerly used for warehousing of the material and equipment. To accomodate ,these additi.onal employees, they propose to add to an existing blacktop area on the east side of " the . school to . produce a . new parking area for 32 sta1.ls. Tois area. wlll have a dir~ct new&iveway to Woodhill Drive, opposite the nurSing home' acroSs the street to _the, north. ,', We have sugges~ed,that they ,meet with the" neighbors whose properties' abut Victoria. on . the east side. The applicants inform us this neighborhood meeting ,has' been 8ccomplished and that the results were positive~ The applicants have, submitted El landscape jJlan, that indic.ate.s extensive landscapit:lg, to the east of this 'parking area, so ~s to, provJde an asthetically pleasing screen for the view frolTl Victoria to the east. , 2. The applicants have been reviewing tl)e' method of drainage witi1 the City Staff Engineers. They" are evolving a plan to' carry the drainage easterly down the. slope to the, right-of-w.ay of Victoria, r!!ther.. than running 'e pipe directly' to- Woodhill -Drive. 'The- . staff is 'currently reviewing this proposal as to its adequac)'. The engineering staff will comment . regarding the adequacy of' these- _ proposals - at. the Planning Commission. and Counsel hearings. 3. .
