<br />Extract of Minutes of Meeting of the <br />Roseville Planning Commission <br /> <br />Pursuant to due call and notice thereof, a meeting of the Planning Commission of the City of <br />Roseville, County of Ramsey, Minnesota, was duly held on the 12th day of January, 2000, at 6:30 <br />p.m.. <br /> <br />The following members were present: Klausing, Cunningham, Wilke, Egli, Rhody, and the <br />following members were absent: Olson, Mulder <br /> <br />Member Cunningham introduced the following resolution and moved its adoption: <br /> <br />A RESOLUTION RECOMMENDING APPROVAL OF AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FROM BUSINESS AND HIGH DENSITY TO PARK, AND A <br />REZONING FROM R-3A, B-1 and R-1 (Single Family Residential), PROPERTY <br />GENERALLY LOCATED AT THE SOUTHWEST CORNER OF LEXINGTON <br />A VENUE AND COUNTY ROAD B (Lexington Park, PF 3172) <br /> <br />WHEREAS, the Planning Commission, at their meeting of January 12, 2000, <br />received a request from Sunrise Assisted Living, Inc., for Concept consideration of a <br />Residential Planned Unit Development (R-PUD) to redevelop the four (4) acre Knights of <br />Columbus site, generally located at 225 Snelling Avenue, into a 79-unit, three-story, <br />assisted living care facility; and <br /> <br />WHEREAS, the proposal requires a Comprehensive Plan Amendment from Business (B) <br />to High Density Residential (HD) and a rezoning from B1, Limited Business to Planned Unit <br />Development, with an underlying zoning of R 7, Apartment Park District; and <br /> <br />WHEREAS, the Planning Commission deems it appropriate and feasible to recommend <br />approval, by the City Council, of the Concept development plan for the R-PUD, based on <br />findings as outlined in the staff report dated January 12,2000, as follows: <br /> <br />l.The City's Comprehensive Plan map designates this area for LB (Limited <br />Business). The zoning of the site is BIB (Limited Retail District) and B2 (Retail <br />Business District). A Comprehensive land Use Plan amendment to HR (High <br />Density Residential) and rezoning to R-3 (General Residence District) is <br />necessary. The property to the west and east is zoned R-1 (Single Family <br />Residential District) and includes existing residences; Rosebrook Park, also zoned <br />R-l, lies to the north; and business uses zoned B 1 (General Business District) and <br />SC (Shopping Center District) lie to the south (see attached map). <br /> <br />2. The City's Comprehensive Plan text and the James Addition Neighborhood <br />Task Force Report (1998) specifically indicates the southeast area of the James <br />Addition neighborhood, should it redevelop, should be done in a more <br />residentially compatible use. <br />
