<br />1 There being no further comments from the public, Chair Klausing closed the <br />2 hearing. <br />3 <br />4 Chair Klausing explained the past decisions of the Commission and expressed <br />5 support, noting this project will be set as far from the neighborhood as possible <br />6 and expressed the need to pay attention to lighting and building mass. <br />7 <br />8 Member Rhody explained he supported this concept and noted that this process <br />9 has been solid, but has taken a lot of hard work. (The neighborhood planning <br />10 process works.) <br />11 <br />12 Member Egli said she was impressed with the proposal; there are other unique <br />13 buildings. It will be a landmark. <br />14 <br />15 Member Wilke liked the project, but expressed concern with the traffic - can this <br />16 issue be resolved? <br />17 <br />18 Motion: Member Cunningham moved, seconded by Member Rhody, to offer a <br />19 resolution to amend the Comprehensive Plan from LB (Limited Business) to HR <br />20 (High Density Residential) [resolution attached]. <br />21 <br />22 Ayes: 5 <br />23 Nays: 0 Motion carried. <br />24 <br />25 Motion: Member Cunningham moved, seconded by Member Rhody, to <br />26 recommend approval of the Concept development plan for a residential planned <br />27 unit development (RPUD) that allows the construction of a 79 unit, three story <br />28 senior housing assisted care facility at 2555 Snelling Avenue, based on the <br />29 findings as outlined in the staff report of January 12,2000: <br />30 <br />31 1. The City's Comprehensive Plan map designates this area for LB (Limited <br />32 Business). The zoning of the site is BIB (Limited Retail District) and B2 (Retail <br />33 Business District). A Comprehensive land Use Plan amendment to HR (High <br />34 Density Residential) and rezoning to R-3 (General Residence District) is <br />35 necessary. The property to the west and east is zoned R-l (Single Family <br />36 Residential District) and includes existing residences; Rosebrook Park, also zoned <br />37 R-l, lies to the north; and business uses zoned Bl (General Business District) and <br />38 SC (Shopping Center District) lie to the south (see attached map). <br />39 <br />40 2.
