<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 01112/00 <br />ITEM NO: <br /> <br /> <br />Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Sunrise Assisted Living Inc. - Residential Planned Unit Development <br />(RPUD) for redevelopment of the Knights of Columbus site located at 2555 <br />Snelling Avenue North (PF #3159). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Sunrise Assisted Living Inc. seeks CONCEPT approval of a Residential Planned Unit <br />Development (RPUD) in order to redevelop the existing Knights of Columbus facility <br />located at 2555 Snelling Avenue North. The proposal requires consideration of a <br />Comprehensive Land Use Plan Amendment from LB (Limited Business) to HR (High <br />Density Residential) and rezoning from BIB (Limited Retail District) and B2 (Retail <br />Business District) to RPUD (Residential Planned Unit Development) with an underlying <br />zoning ofR-3 (General Residence District). <br /> <br />1.2 The Roseville Zoning Ordinance does not have a specific district that works well with <br />senior housing developments. Given this and based on the Sunrise Assisted Living <br />development proposal, staffhas selected the General Residence District (R-3). Staff <br />concluded the requirements of the R-3 District provided greater compatibility with the <br />neighborhood and Sunrise proposal than their only other option, the Apartment Park <br />District (R-7). <br /> <br />1.3 The proposal calls for the removal of the existing Knights of Columbus structure and <br />construction of a 79 unit, three (3) story assisted care facility. The new structure will be <br />placed in the general location of the existing structure and consume the majority ofthe <br />northern parcel (existing parking lot). Access will be provided from the frontage road <br />and Oakcrest Avenue. <br /> <br />1.4 A planned unit development (PUD) is a zoning district which may include single or <br />mixed uses, one or more lots or parcels, and is intended to create a more flexible, <br />creative, efficient approach to the use of land. Because of the flexibility it offers, <br />Roseville has used PUD's as the primary zoning tool in redevelopment projects. In <br />considering proposed planned unit developments, the City considers all standards and <br />purposes of the Comprehensive Land Use Plan to achieve a maximum coordination <br />between the proposed development and the surrounding uses and historic landmarks, the <br />conservation of woodlands, ponding, and wetlands, and the protection of health, safety <br />and welfare of the community. <br /> <br />PF3059 - RPCA (01/12/00) - Page 1 of 4 <br />
