<br />CitY- of <br />~~ <br />Minnesota <br />Community Development Department <br /> <br />November 16, 1999 <br /> <br />Dear Resident: <br /> <br />At their work session meeting held on November 15, 1999 the City Council received a more <br />detailed proposal for the Knights of Columbus and Twin Cities Gym sites. The Council is <br />interested in you comments regarding this proposal. A summary of the proposal follows: <br /> <br />Proposal: <br /> <br />Developer: <br /> <br />Size: <br /> <br />Housing: <br /> <br />Traffic: <br /> <br />Parking: <br /> <br />Raze K of C building and Gym Building and replace with market rate senior <br />housing and a family day care facility. The City park could also have a new entry <br />and shared parking lot, away from neighborhood houses. <br /> <br />Sunrise Senior Housing (currently building a similar facility in Edina) <br />The Schoening Group and a national day care provider <br /> <br />The senior housing would be up to 70 units, no more than 3 stories. <br />The 10,000 square foot Family Day Care facility would be 2 stories or less. <br /> <br />The senior building looks like a 3 story quality home, similar to the three story <br />senior buildings at Eagle Crest on Snelling and Rosewood Estates on Victoria. <br />The estimated cost of this building is approximately $9 million. The housing <br />proposed is market rate, assisted senior housing, which includes daily care, <br />normal senior services and meals. The average resident is an 83-year-old woman. <br /> <br />City staff estimates that the traffic from both projects will total less than half the <br />trips of the bingo and gym operations, i.e. traffic would be reduced by 50% or <br />more. The housing project main entry would be on the Snelling Avenue frontage. <br /> <br />The senior facility would be an assisted care facility, most residents no longer <br />drive vehicles - a special van is to be made available for resident trips. The day <br />care facility would need 25 to 40 parking spaces. The City park shared parking <br />would be rebuilt farther away from Fry Street homes, with a primary entry drive <br />on the Snelling Frontage Road. <br /> <br />The proposal is consistent with the concepts recommended by the James Addition neighborhood <br />plan in 1998, to eliminate retail business activities on this corner. In fact, this proposal has fewer <br />housing units and requires less public investment than the proposal the task force reviewed. <br /> <br />Additional public meetings will be required for this project and in which we hope the <br />neighborhood will participate. Because this proposal is a planned unit development public <br />hearings will be held by the Planning Commission with final approvals by the City Council. Most <br />likely, the public meetings and hearings will be held in January and February of next year.
