~

Metropolitan Council

Improve regional competitiveness in a global economy

August 28, 2001

Thomas Paschke
Roseville City Hall
2660 Civic Center Drive
Roseville, MN 55113

Re: Comprehensive Plan Amendment - Minor land use
Metropolitan Council Referral File No. 16954-5
Metropolitan Council District 11

Dear Mr. Paschke:

The Metropolitan Council has completed its review of the comprehensive plan amendment that
proposes to change the future land use designation from limited business to high density
residential for 2.8 acres at 2555 Snelling Avenue North. The amendment is in response to a
planned 77-unit senior assisted living residential facility.

The Sunrise Assisted Living development is consistent with Roseville's Comprehensive Plan
Policy. The Council acknowledges the city's effort to provide housing to serve senior citizens
and redevelop land for rental housing. The Council finds the proposed amendment is in
conformity with metropolitan system plans within the Metropolitan Urban Service Area (MUSA),
consistent with the Regional Blueprint and has no impact on the plans of other units of local
government. The Council will waive further review and the city may place this revision into
effect.

The amendment and explanatory materials supplied will be appended to the city's comprehensive
plan in the Council's files. If you have any questions regarding this review, please contact
Christy Stark, Principal Reviewer, at 651-602-1750.

Lc/V--/

Phyllis anson, Supervisor
PlanninglTechnical Assistance

Cc: Roger Williams, Metropolitan Council District 11
Christy Stark, Principal Reviewer
Cheryl Olsen, Referrals Coordinator

www,metrocouncil,org Metro Info Line 602-1888
230 East Fifth Street .
