<br />Eligible and Ineligible Uses - All Categories (Except Category E, <br />Planning/Predevelopment) : <br /> <br />Demonstration Account funds ($5.0 million) may be used for project and site planning <br />costs, design and construction costs. Grant funds are intended to be used for "hard costs" <br />rather than "soft costs." Ineligible uses include administrative overhead; activities prior <br />to the start of the grant project; travel expenses; legal fees; permits, licenses or <br />authorization fees; costs associated with preparing other grant proposals; operating <br />expenses; comprehensive planning costs; and prorated lease and salary costs. <br /> <br />Supplemental transit funds ($15 million) mqy be usp.n for c:plprtDrI mivorl_IIC10 trnnc:it- <br />oriented prQPosals (Cateaorv A) for pro iect components that enhance and SUDDort transit <br />- <br />use. Examples of eligible components include edest' " <br />--- <br />to transit within or ad.acent to a funded ro os ,p'assen er wit' e e s or benches <br />park and ride locations, or other facilities or features determined by the Livable <br />Communities Advisory Committee and the Metropolitan Council to be appropriate to <br />support transit use. Ongoing transit costs are not eligible. <br /> <br /> <br />Eligible and Ineligible Uses - Category E, Planning <br />and Predevelopment: <br /> <br />Funds may be used to pay for the services of consultants to create master plan or <br />development and implementation plans, development of implementation tools, market <br />studies, feasibility studies or other related studies, and costs for holding community <br />design events or charrettes (except for food and beverage costs). Travel expenses that <br />are legitimate and necessary to accomplish project results (such as travel for a national <br />consultant with expertise valuable to the success of a project) are permitted. <br /> <br />7 <br />
