<br />issue within 60 days of receipt of the application, concurrence is presumed. The <br />commissioner must approve or disapprove the application within 30 days from <br />receiving the decision from the governing body. The governing body shall have the sole <br />responsibility of its decision. The state shall have no responsibility for that decision." <br /> <br />2.2 The subject property, 1715 North Rice Street, is the current Pawn America facility <br />located in the McCarrons Hills Shopping Center at the northwest corner of Larpenteur <br />Avenue and Rice Street. <br /> <br />2.3 The McCarrons Hills Shopping Center site has a Land Use designation of "c" <br />Commercial and a zoning designation of B-3 General Business District. <br /> <br />2.4 On June 29, 1999 the City Council approved the initial request by Pawn America to add <br />the check cashing operation to their current business. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 Staff had initial concerns that there is a greater potential for unlawful business <br />activities with a pawnshop and a currency exchange business being located under one <br />roof. Since the approval of the currency exchange license, the Roseville Police <br />Department has not received any complaints. <br /> <br />3.2 The City Attorney has reviewed the request by Pawn America and has commented that <br />this request falls under the guidelines of a permitted use within the B-3 General <br />Business District, as a "bank or financial institution." <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />It is recommended that the City Council approve the request by Pawn America to <br />operate as a Currency Exchange Company at 1715 North Rice Street. <br /> <br />5.0 SUGGESTED COUNCIL ACTION <br /> <br />By motion approve (deny) the request by Pawn America to operate as a Currency <br />Exchange Business at 1715 North Rice Street. <br /> <br />60-day Time Limit: Application accepted on September 23, 1999; Decision deadline is November 22, 1999. <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />Q:\Planning Files\3129_Pawn America\3129 Pawn America\RCA (062999).doc <br /> <br />PF3161 - RCA (112299).doc Page 2 of 2 <br />
