Roseville Technical Resource Center - Provide free technical assistance to <br />Roseville residents including building evaluations. city codes and permit <br />process. scope of work. construction cost information. construction bid process, <br />evaluation of submitted bids. monitor construction process and purchase <br />counseling. The City will contract with a housing service provider on an annual <br />basis. <br /> <br />. First Time Homebuyer Programs: <br /> <br />. City of Roseville Program - Provide free home ownership education <br />that will include information regarding the buying process. financial <br />assistance available and linkages with for sale homes affordable to the <br />first time home buyer . This program will specifically target Roseville <br />renters who have an interest in owning a home. The City will contract <br />with a housing service provider to conduct the training and targeted <br />renter program. <br /> <br />. County Program - Provides down payment assistance for low-moderate <br />income households purchasing their first home in Ramsey County. <br /> <br />. State Program - Provides low interest financing to low-moderate <br />income households to purchase their first home. The home must have a <br />purchase price below $118.000 in the metropolitan area. <br /> <br />. Ramsey County Rehab Resource Line - A telephone hotline that seeks to <br />provide a "one-stop-shop" information service for homeowners interested in <br />housing rehabilitation. The Resource Line at 612-886-2809 has information on <br />over 30 rehabilitation loan programs available to Ramsev County residents at a <br />variety of income levels. <br /> <br />Section 6. Roseville Housing Fund <br /> <br />The City of Roseville adopts a budget for the Housing Fund annually. Dollars for this <br />fund come from grants, community development revenues, service fees and the one <br />percent industrial development and housing revenue bond fees. In addition, any <br />interest earnings generated go directly back into the fund as well as proceeds from the <br />sale of the Planbook. Tax increment financing and abatements may be used on a <br />project specific basis.
