Consent <br /> <br />1.0 Requested Action <br /> <br />1.1 City staff is requesting authorization for the submission of a grant application in partnership <br />with the City of Shoreview under the Metropolitan Livable Communities Demonstration <br />Program for predevelopment funds in connection with the east comers of Lexington and <br />County Road D referred to as Lexington Village. <br /> <br />2.0 Back1!Tound <br /> <br />2.1 Since 1996, the Metropolitan Council has provided funding to innovative projects that <br />promote a livable community under the Livable Communities Demonstration Program. <br /> <br />2.2 According to Met Council, livable communities are oriented toward a transit and pedestrian <br />friendly environment in neighborhoods with a mix of uses essential to daily life of the <br />residents including housing, workplaces, shops, parks and civic uses. Livable communities <br />foster a sense of place and community, where interaction and participation in the community <br />can occur. Land uses are compact and connected, encourage walking and transit use and <br />accommodate both the car and pedestrian in a pleasing and interconnected manner. <br /> <br />2.3 Local communities are eligible to seek funding through this program ifthey participate in the <br />Local Housing Incentives Program. Roseville has participated in the Local Housing <br />Incentives Program since 1996. <br /> <br />2.4 Roseville is seeking, in partnership with the City of Shoreview, predevelopment funds to <br />assist in the creation of a master plan and implementation tools for a declining area along its <br />common border at Lexington and County Road D. Applications for predevelopment <br />activities are limited to $150,000. The deadline to submit the application was September 22, <br />2000 but resolutions are being taken until October 22,2000. The resolution would authorize <br />Roseville's submission of a grant for the area, in partnership with Shoreview. <br /> <br />RCA - Livable Grant Authorization 2000 - Page 1 of 3 <br />
