<br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />epartment Approval: <br />~.~ <br /> <br /> <br />DATE: 09/27/99 <br />ITEM NO: c- 2 <br />Agenda Section: <br /> <br />('on~p.n <br /> <br />Item Description: Participation in Local Housing Incentives Program of <br />the Livable Communities Act for 2000 <br /> <br />1.0 Summary of Request: <br /> <br />1.1 November 15, 1999 is the annual deadline for the City of Roseville to renew its <br />commitment to participate in the Metropolitan Council's Local Housing Incentives <br />Program. The City must decide whether to continue its participation in 2000. <br /> <br />2.0 Background and Program Goals: <br /> <br />2.1 The City Council in October 1995, approved participation in the Livable Communities <br />Program administered by the Metropolitan Council. This program was mandated by <br />the State Legislature in 1995. In September of 1996 the City Council approved <br />continued participation for 1997 and in November of 1997 the City Council approved <br />continued participation for 1998 and again in November 1998 for 1999 participation. <br /> <br />2.2 The overall metropolitan area goals of the program are to preserve and expand <br />affordable housing opportunities throughout the metro area, connect jobs and <br />affordable housing through location and transit, and assist center cities and maturing <br />suburban communities to clean up sites for future housing and job creating ventures. <br /> <br />2.3 The City of Roseville City Council approved the goals and program strategies and <br />submitted "Official" LCA Goals on December 14,1995. The Metropolitan Council <br />(1996) reviewed and approved the housing goals submitted by Roseville. Roseville <br />meets or exceed all Metropolitan Council benchmarks for our community. The course <br />suggested to the City is to continue in the same direction, maintaining and improving <br />the benchmarks and ranges for housing stock and infrastructure, using both numerical <br />goals and descriptive strategies for targets to meet or exceed in the coming years. <br /> <br />2.4 The overall goals of Roseville's LCA program are to maintain and improve housing <br />while staying at or above the LCA benchmarks and city indexes to include the <br />following: <br />a) Provide a variety of housing types (owner occupied and rental), balance of <br />affordability, quality of housing and the urban environment, public <br />infrastructure and services, strong neighborhoods, and access/transportation <br />between housing and employment. <br /> <br />RCA - Livable Communities 2000 09/27/99 - Page 1 of 4 <br />
