<br />EXTRACT OF MINUTES OF MEETING <br />OF THE ROSEVILLE CITY COUNCIL <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 13th day of May, 2002. <br /> <br />The following members were present: Schroeder, Klausing, Kough, Kysylyczyn, Maschka <br />and the following were absent: None <br /> <br />Council Member Kough introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9994 A <br /> <br />RESOLUTION CALLING A PUBLIC HEARING <br />ON THE QUESTION OF THE NEED FOR A <br />HOUSING AND REDEVELOPMENT AUTHORITY <br />TO FUNCITON IN THE CITY OF ROSEVILLE <br /> <br />BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, <br />Minnesota (the "City"), as follows: <br /> <br />1. The Council is considering whether a need exists that the Housing and <br />Redevelopment Authority in and for the City of Roseville, Minnesota, be activated <br />pursuant to the applicable provisions of Minnesota Statutes, Section 469.003, and <br />whether such authority should become authorized to function within the boundaries <br />of the City in accordance with Minnesota Statutes, Sections 469.001 through <br />469.047. <br /> <br />2. In accordance with Minnesota Statutes, Section 469.003, Subdivision 1, at the <br />meeting to be held on June 10, 2002, the council shall hold a public hearing on, and <br />shall consider the adoption of, a resolution (a) finding that within the City (i) <br />substandard, slum, or blighted areas exist which cannot be redeveloped without <br />government assistance and (ii) there is a shortage of decent, safe and sanitary <br />dwelling accommodations available to persons of low income and their families at <br />rentals they can afford and (b) declaring that there is a need for a housing and <br />redevelopment authority to function in the City. <br /> <br />3. The City Manager is hereby directed to cause the notice of public hearing which is <br />attached to and made a part of this resolution to be published in a newspaper of <br />general circulation within the City not less than ten (10) days nor more than thirty <br />(30) days prior to the abovementioned public hearing. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Council Member Schroeder and upon vote being taken thereon, the following voted in favor <br />thereof: Schroeder, Klausing, Kough, Kysylyczyn <br />and the following voted against the same: Maschka <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
