<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 10/13/99 <br />ITEM NO: 7b <br /> <br /> <br />Manager Approved: Agenda Section: <br />OTHER ACTIONS <br />Bud Batterson, Linnise Development Corporation, request for <br />sketch plan review of a proposal to redevelop the single family <br />~erty at 1323 Burke Avenue into 11 town houses. (P.F.3166) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Mr. Bud Batterson is requesting Planning Commission comments and direction <br />on his proposal to redevelop the property at 1323 Burke Avenue for use as an <br />ll-unit owner occupied town home development. The proposal would require <br />a Comprehensive Plan Amendment and rezoning from R-l Single Family <br />Residential (4 units per acre) to PUD with R-6 Townhouse District (up to 18 <br />units per acre) being the underlying zoning for the property. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The current proposal would eliminate the existing structures on the property <br />and construct three different styles of town homes. The proposal includes a <br />two story model facing Burke Avenue with rear attached parking, a raised two <br />story model facing Hamline Avenue, with rear located tuck under garage s, and <br />one level units as stacked flats, facing Burke Avenue and facing Hamline <br />Avenue, including rear attached garages. <br /> <br />2.2 One driveway access will be provided off of Burke Avenue for the entire <br />development. A retention pond is proposed in the northeast corner of the <br />property. Guest parking is provided adjacent the retention pond. <br /> <br />2.3 This development proposal utilizes the PUD format to allow flexibility, optimal <br />use of the property, and an architectural design that attempts to be compatible <br />with the adjacent single family residential neighborhood. <br /> <br />2.4 The Roseville Comprehensive Plan indicates and encourages the <br />development/redevelopment of property for lifecycle housing. Specifically, <br />Section II identifies general goals and policies to preserve, promote and improve <br />the beauty, vitality, safety and serenity of Roseville. Further, Section III <br />identifies goals and policies that address multiple family housing.
