<br />4.4 The City has previously designated Lexington Avenue as Roseville's "Civic Parkway", <br />within which a greenway and adjacent civic infrastructure improvements were to be <br />located. This designation included the Lexington Avenue frontage of the proposed <br />Lexington Park. Any redesign to the Lexington Avenue and County Road "B" site <br />should incorporate the "Civic Parkway" design. <br /> <br />5.0 STAFF RECOMMENDATION <br /> <br />5.1 Based on the finding outlined in Section 4, staff recommends adopting a resolution which <br />recommends approval of the request for a Comprehensive Land Use Plan Map <br />Amendment from High Density Residential (RH) for Lot 1, Block 1, Lexart Addition and <br />from Business (B) for Lot 2 and 3, Block 1, Lexart Addition, to Park (P), and a text <br />amendment to Planning District 13 (page 24) to reflect the change in use. The <br />Comprehensive Plan Amendment must also be reviewed by the Metropolitan Council <br />upon its adoption. <br /> <br />5.2 A recommendation to approve the request to rezone Lot 1, Block1, Lexart Addition from <br />General Business District (B3); Lot 2, Block 1, Lexart Addition from Three to Twenty- <br />four Family District; and Lot 3, Block 1, Lexart Addition from Limited Business District <br />(BIB) to Single Family Residential District (R-I). <br /> <br />6.0 PLANNING COMMISSION ACTION <br /> <br />6.1 On January 12, 2000 the Roseville Planning Commission held a public hearing regarding <br />this request. At the meeting, three residents from the adjacent single family <br />neighborhood addressed the Commission indicating their full support of the land use <br />amendment and rezoning. <br /> <br />6.2 The Planning Commission (by resolution) recommended (5 to 0) approval of the request <br />for a Comprehensive Land Use Plan Amendment from High Density Residential (RR) for <br />Lot 1, Block 1, Lexart Addition and from Business (B) for Lot 2 and 3, Block 1, Lexart <br />Addition, to Park (P) and a text amendment to Planning District 13 (page 24) to reflect <br />the change in use(the Comprehensive Plan Amendment must also be reviewed by the <br />Metropolitan Council upon its adoption); and <br /> <br />6.3 The Planning Commission (by motion) recommended (5 to 0) approval (denial) ofthe <br />request to rezone Lot 1, Blockl, Lexart Addition from General Business District (B3); <br />Lot 2, Block 1, Lexart Addition from Three to Twenty-four Family District; and Lot 3, <br />Block 1, Lexart Addition from Limited Business District (BIB) to Single Family <br />Residential District (R -1). <br /> <br />3 <br /> <br />r <br />
