4.4 The City has previously designated Lexington Avenue as Roseville's "Civic Parkway",
within which a greenway and adjacent civic infrastructure improvements were to be
located. This designation included the Lexington Avenue frontage of the proposed
Lexington Park. Any redesign to the Lexington Avenue and County Road "B" site
should incorporate the "Civic Parkway" design.

5.0 STAFF RECOMMENDATION

5.1 Based on the finding outlined in Section 4, staff recommends adopting a resolution which
recommends approval of the request for a Comprehensive Land Use Plan Map
Amendment from High Density Residential (RH) for Lot 1, Block 1, Lexart Addition and
from Business (B) for Lot 2 and 3, Block 1, Lexart Addition, to Park (P), and a text
amendment to Planning District 13 (page 24) to reflect the change in use. The
Comprehensive Plan Amendment must also be reviewed by the Metropolitan Council
upon its adoption.

5.2 A recommendation to approve the request to rezone Lot 1, Block1, Lexart Addition from
General Business District (B3); Lot 2, Block 1, Lexart Addition from Three to Twenty-
four Family District; and Lot 3, Block 1, Lexart Addition from Limited Business District
(BIB) to Single Family Residential District (R-I).

6.0 PLANNING COMMISSION ACTION

6.1 On January 12, 2000 the Roseville Planning Commission held a public hearing regarding
this request. At the meeting, three residents from the adjacent single family
neighborhood addressed the Commission indicating their full support of the land use
amendment and rezoning.

6.2 The Planning Commission (by resolution) recommended (5 to 0) approval of the request
for a Comprehensive Land Use Plan Amendment from High Density Residential (RR) for
Lot 1, Block 1, Lexart Addition and from Business (B) for Lot 2 and 3, Block 1, Lexart
Addition, to Park (P) and a text amendment to Planning District 13 (page 24) to reflect
the change in use(the Comprehensive Plan Amendment must also be reviewed by the
Metropolitan Council upon its adoption); and

6.3 The Planning Commission (by motion) recommended (5 to 0) approval (denial) ofthe
request to rezone Lot 1, Blockl, Lexart Addition from General Business District (B3);
Lot 2, Block 1, Lexart Addition from Three to Twenty-four Family District; and Lot 3,
Block 1, Lexart Addition from Limited Business District (BIB) to Single Family
Residential District (R -1).

3

r
