She explained the history of the site from 1897 (school) to present. <br />She explained the many uses that have been considered for this site. She <br />recommended approval. <br /> <br />Dave Janey, lives adjacent to the park. He explained the need for the park. He <br />asked why Chair Klausing thought, while on the Infrastructure Committee, that <br />two acres could be used for commercial parcels. Chair Klausing explained his <br />reasoning. He noted that the adjacent roads and intersections are some of the <br />busiest in the community. Structures near the intersections tend to reduce <br />speed/calming of traffic. Changing from "neighborhood" to "community" park <br />changes the character of the park. <br /> <br />Dave Janey explained the site would be used as a park, a calming impact on the <br />neighborhood. Funds had been set aside for this park in the past. Other parks are <br />too small for active park programs. <br /> <br />There being no further comments, Chair Klausing closed the hearing. <br /> <br />Member Rhody noted that the Chair's concerns are valid, but have been studied in <br />detail without solution. He urged the Commission to move forward on the park. <br />The Planning Commission has done its work, looked at alternatives. <br /> <br />Member Cunningham agreed with Member Rhody, noted money has been <br />earmarked for the site. Increases in property tax revenue from western Roseville <br />are more effective and increasing to cover the lost revenue from the proposed <br />park. This increases quality of life and stabilized property values. <br /> <br />Chair Klausing asked for input on buffering and changes in community park <br />design. <br /> <br />Member Wilke noted that the infrastructure committee felt buffering of the site <br />could be done. <br /> <br />Member Egli noted Acorn Park illustrates that buffering can be done by design at <br />Lexington and B. A community park fits this site and the higher density housing <br />in the area. <br /> <br />Chair Klausing observed that the City Council is looking for progress on this site. <br />He would not hold it up by a negative vote. <br /> <br />Motion: Member Rhody moved, seconded by Member Wilke, offered a <br />resolution to approve of the request for a Comprehensive Land Use Plan <br />Amendment from High Density Residential (RH) for Lot 1, Block 1, Lexart <br />
