Until 1987, the entire parcel was a school site. <br /> <br />2, In 1987, the Roseville Area Schools declared the parcel as excess property and put <br />it up for sale. In this process the City obtained approximately 3 acres for park land: <br /> <br />. 1 acre purchased by City <br />. 1 acre given by School District <br />. 1 acre given by developer <br /> <br />At that time, the zoning was changed: <br /> <br />. 3 acres remained R-1 <br />. 2.3 acres R-3 <br />. 1 .99 acres B-3 <br />. .96 acre B-1 <br /> <br />3. The Developer purchased the remaining approximately 5 acres and attempted to <br />develop the parcels. <br /> <br />4, In 1993, the Developer sold the property to Roseville Lutheran Church, The Church <br />then made a proposal to the City and eventually reached agreement on the <br />exchange Of land at Bruce Russell Park. The exchange included: <br /> <br />. City received 2.3 acres at Lexington and B in exchange for 2.3 acres at <br />Bruce Russell. <br />. City received .96 acre from Roseville Lutheran as part of park dedication. <br />. This resulted in a 1,96-acre park at Bruce Russell and a 6.26-acre park at <br />B and Lexington (original 3 acres of park land, 2.3 exchanged and .96 <br />dedicated) <br />. The City purchased the remaining 1.99 acres from Roseville Lutheran <br />Church with the final determination on its usage to be determined at a <br />future date. <br /> <br />5. In 1994, the Roseville Planning Commission initiated the revision of the City's <br />Comprehensive Land Use Plan. As a part of this revision process, the discussions <br />began on how the land at Lexington and B should be used to its best and fullest <br />extent. <br />
