<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />Manager Approved: <br />'d- <br /> <br /> <br />DATE: 01/24/00 <br />ITEM NO: H-l <br />Agenda Section: <br />HEARINGS <br /> <br />City ofRoseville, request for Comprehensive Plan Amendment and Rezoning <br />ofland directly adjacent to Lexington Park (PF #3172). <br /> <br />1.0 SUMMARY OF REQUEST <br /> <br />LIOn December 13, 1999, the Roseville City Council directed the Planning Commission to <br />hold a hearing regarding a Comprehensive Land Use Plan Amendment and Rezoning of <br />certain property located directly adjacent to Lexington Park. <br /> <br />1.2 The essence of the request is to amend the Comprehensive Land Use Plan from Business <br />(B) and High Density Residential (RH) to Park (P) and to rezone the property from Three <br />to Twenty-four Family District (R-3A), Limited Business (Bl) and General Business <br />District (B3) to Single Family Residential District (R-1). <br /> <br />2.0 HISTORY <br /> <br />2.1 On October 12, 1998 the Roseville City Council approved a "Lex and B Charge" for both <br />the Planning Commission and the Park and Recreation Commission. The Council requested <br />both Commission's to study their respective parts of a scenario where the 8 acres of land <br />located at Lexington and County Road "B" would be used in some mix of six (6) acres <br />neighborhood park (Park Commission) and two (2) acres of "park complimentary" uses <br />(Planning Commission). The Council charge to the Commissions gave some examples of <br />uses that should be examined but were not meant to be limiting. On November 17,1998 the <br />Planning Commission and the Park and Recreation Commission jointly met to discuss the <br />issue, gather some input from the neighborhood, and decide on a course of study and <br />reporting. The Commission reviewed the background and provided a recommendation at <br />their January 13, 1999 meeting. <br /> <br />2.2 The goal of the study was to forward findings and recommendations of the Park & Recreation <br />Commission and Planning Commission to the Council for a final decision on land use <br />alternatives. <br /> <br />2.3 On March 22, 1999 the Roseville City Council directed staff to prepare and distribute a <br />design and fmancial feasibility study RFP for developers to determine market, design, and <br />acceptability of the complimentary uses on the two (2) acres at the Lex and B site. <br /> <br />1 <br />
