REQUEST FOR CITY COUNCIL ACTION

DATE: 05/08/00
ITEM NO: F- 2
Departlpent Approval: Manager Approved: Agenda Section:
~ ~ d- Reports
It m Description: City approval of Amendment to Memorandum of Understanding between
Roseville School District, MediaOne, Suburban Cable Commission and the
City of Roseville (PF3157)

1.0 Background

1.1 Purpose. The purpose ofthis Amendment, requested by MediaOne and the Suburban
Cable Commission, to the Four Party Year 2000 Memorandum of Understanding is to
allow additional paved parking (trucks and employee passenger cars) to be constructed
on the site commonly known as the Lake Owasso School, 934 W oodhill Drive. In the
past few weeks, parking on the site has become scarce, especially during weekdays in
the MediaOne parking areas. Employee vehicles have been found parked in the grass
and on the berms.

1.2 History. In 1983 the City approved a 15-year special use permit for Roseville School
;J
District to allow quasi-public use of Ow as so Lake School. The District leased space to the
local cable provider MediaOne and to the Suburban Cable Commission. Terms of this
special use permit provided for on-site parking of 132 spaces.

In 1986 the special use permit was amended to allow up to 32 employee vehicles to be
parked in the northeast parking lot. Also, the trash dumpster areas (southwest side of the
building) were to be appropriately screened. The condominium buildings (west side) were to
be screened by 12 spruce trees.

In 1996 the District approved a ten-year lease between the School, the City and MediaOne,
to provide for a 70-space parking lot (southeast side of the building) with specific times
allotted for MediaOne and City uses.

In 1998 the 15-year special use permit expired without further review.

In 2000, the four parties agreed to the current Memorandum of Understanding which
consolidates the terms under which each party will use the site, especially the grounds and
parking areas, and which requires the tenants and owner to comply with the current City
Code requirements when making improvements to the site.

2.0 MediaOne Proposal (underlined words are requested amendment)

The MediaOne portion of the Year 2000 Memo of Understanding relating to parking is as
follows:

a. All boom trucks are to be stored overnight and weekends at an alternative site (in
Shoreview).

PF3157 - RCA MOU-AMendment(050800) 1 Page 1 of 3
