REQUEST FOR CITY COUNCIL ACTION ~er..A.pproved: ~t)- City approval of Memorandum of Understanding between Roseville School District, MediaOne, Community Cable (PF3157) DATE: 12/13/99 ITEM NO: C-4 Agenda Section: CONSENT and the City 1.0 Background 1.1 Purpose. The purpose of this Memorandum of Understanding is to restate and clarify previous permits and lease agreements as they relate to the land use and parking on the site commonly known as the Lake Owasso School, 934 WoodhilI Drive. 1.2 History. In 1983 the City approved a 15-year special use permit for Roseville School District to allow quasi-public use of Ow as so Lake School. The District leased space to the local cable provider MediaOne and the Community Cable access system. Terms of this special use permit provided for on-site parking of 132 spaces. In 1986 the special use permit was amended to allow up to 32 employee vehicles to be parked in the northeast parking lot. Also, the trash dumpster areas (southwest side of the building) were to be appropriately screened. The condominium buildings (west side) were to be screened by 12 spruce trees. In 1996 the District approved a ten-year lease between the School, the City and MediaOne, to provide for a 70-space parking lot (southeast side ofthe building) with specific times allotted for MediaOne and City uses. In 1998 the 15-year special use permit expired without further review. 2.0 MediaOne Proposal MediaOne has proposed the following in the Memo of Understanding relating to parking: a. All boom trucks will be stored overnight and weekends at an alternative site (in Shoreview). b. Service vans would be parked exclusively, overnight, weekends as well as during daytime service hours, in the southwest parking area (area to be screened along the south ~ of the the west property line with an eight foot tall board on board fence, and, a chain link security fence installed along the south and east entry gate rear of this lot. c. Pick-up trucks, used by MediaOne, will be parked in the northeast parking lot (32 space) during day, evening and weekends. d. Employees will park in the southeast lot (70 spaces) weekdays. e. Customer parking for MediaOne would be on east ~ of the horseshoe driveway (W oodhill). f. Customer parking for Cable TV will be retained along west ~ of horseshoe driveway (Woodhill).
